About approval of Rules of protection of telecommunication networks, means and devices
For the purpose of ensuring execution of Item 1.11 of the Presidential decree of the Azerbaijan Republic "About application of the Law of the Azerbaijan Republic "About telecommunications" of August 9, 2005 the No. 277 Cabinet of Ministers of the Azerbaijan Republic decides:
1. Approve "Rules of protection of telecommunication networks, means and devices" (are applied).
2. Consider No. 138 which voided the resolution of the Cabinet of Ministers of the Azerbaijan Republic of December 19, 1997 "About approval of "Rules of protection of means and communication devices in the Azerbaijan Republic".
3. This resolution becomes effective from the date of its signing.

1.1. These rules are prepared based on Item 1.11 of the Presidential decree of the Azerbaijan Republic "About application of the Law of the Azerbaijan Republic "About telecommunications" of August 9, 2005 No. 277 and determines rules of protection of telecommunication networks, means and devices in the Azerbaijan Republic.
1.2. These rules are obligatory for all legal entities and physical persons irrespective of pattern of ownership, the place of activities of telecommunication networks, means and devices.
1.3. The telecommunication operators and providers performing activities in telecommunication network perform protection of the telecommunication means and devices which are in general use and operation according to these rules.
1.4. Carry to telecommunication networks, means and devices:
* underground, air and underwater cable communication lines;
* wire communication lines;
* radio relay lines and stations;
* land satellite stations;
* GSM, CDMA stations and other modern standard mobile networks;
* land and underground devices of cable lines, unattended repeater station (further - NOUP), the cable booths and cabinets, marking columns specifying underground cable lines and so forth;
* the building, tower and other technical devices used for rendering telecommunication services.
2.1. For the purpose of prevention of damage of telecommunication networks, means and devices the following conservation zones are established:
2.1.1. for underground cable and wire aerial lines the parcel of land at distance of 2 meters on both sides parallel to side conductors and cables (taking into account space);
2.1.2. on cable communication lines the parcel of land at distance at least 3 meters from outside part of walls of underground and ground unattended stations and Items of regeneration and at least 2 meters from grounding chain;
2.1.3. the aquatic area along underwater sea cable communication lines at distance from the upper water surface to its bottom, between the parallel planes, 0,25 of miles (460 m) extensively extreme cable;
2.1.4. the aquatic area at distance of 100 meters on both sides from the cable communication lines passing through the river, the lake, water basins and channels;
2.1.5. distance in 100 meters in the direction of source and 300 meters in the direction of river drain from the underground cable of communication passing through the rivers from where dredging of stone, crushed stone and so forth construction materials is made;
