1. Approve the enclosed Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, being under authority of judicial system.

2. To provide to department of internal security of Judicial administration of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of Judicial administration of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Legal department of Judicial administration of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the first deputy Rukovoditel of Judicial administration of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

The instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, being under authority of judicial system of the Republic of Kazakhstan

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, being under authority of judicial system of the Republic of Kazakhstan (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism" and requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305.

2. The instruction extends to the objects of judicial system carried to objects, vulnerable in the terrorist relation according to the Rules and criteria of reference of objects to vulnerable in the terrorist relation approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234 (further – objects of judicial system).

3. The instruction is held for use the heads of objects of judicial system and workers of judicial system providing holding actions for anti-terrorist security of objects of judicial system, heads and employees of subjects of security activities, and also the staff of special state, law enforcement and local executive bodies when studying, checking and assessment of condition of anti-terrorist security of objects.

4. In the Instruction the following basic concepts are used:

1) workers of judicial system are administrative government employees of judicial system and workers according to the employment contract;

2) the responsible official – the administrative government employee of judicial system to whom the implementation of actions on anti-terrorist security of object, taking into account competence and job responsibilities corresponding to specifics of anti-terrorist activities is assigned;

3) the private security organization – the commercial organization rendering security services as the business activity;

4) the subject of security activities – specialized security divisions of law-enforcement bodies of the Republic of Kazakhstan and the private security organizations;

5) security guards are the staff of specialized security divisions of law-enforcement bodies of the Republic of Kazakhstan and the private security organizations who are responsible for functions of protection, observance of the throughput and inside modes on object of judicial system and the territory adjoining to it;

6) the visitor – the citizen of the Republic of Kazakhstan, the foreigner or the stateless person who is on object of judicial system;

7) access control – set of the rules regulating the established procedure excluding possibility of unauthorized entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property;

8) object perimeter – object border according to documents of title;

9) system security television – the system of video surveillance representing the television system of the closed type intended for identification and fixation of violations;

10) system of video surveillance – set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;
