About creation of Climatic council in case of the President of the Republic of Uzbekistan

In recent years development of industrial production, power, construction, transport, production and conversion of minerals and other industries of economy in the country pushes number of complex challenges in the sphere of environmental protection.

The accelerated transition to "green" transport in the country, increase in share of alternative energy sources, production volumes of renewable energy resources, widespread introduction of the national project "Yashil Macon", and also creation of the Ministry of ecology, environmental protection and climate change (further - Minekologiya) demonstrate that transition to "green" economy and achievement of carbon neutrality became priority strategic objective of New Uzbekistan.

At the same time insufficient security of state bodies with authentic monitoring data on present conditions of climate change, and also shortage of evidence-based analytical and methodical data interfere with carrying out full scientific research in this sphere.

In particular, are absent single state policy on mitigation of the consequences of climate change and adaptation to it, the effective system of interagency coordination, and also remains inert work on monitoring, collection, the analysis, storage and transfer of the relevant data on climate change. In some departments industry strategy on mitigation of the consequences of climate change and adaptation to it is not developed.

Besides, at the insufficient level there are digitalization and implementation of modern technologies to the sphere, process of creation and systematization of the single knowledge base on mitigation of the consequences of climate change and adaptation to it is not organized.

For the purpose of effective solution of the problems connected with climate change, enhancement of internal institutional mechanisms of forming and realization of single state policy on mitigation of the consequences of climate change and adaptation to it and also effective implementation of obligations by the Republic of Uzbekistan under the Parisian agreement:

1. Agree with Minekologiya's proposal on creation of Climatic council in case of the President of the Republic of Uzbekistan (further - Climatic council).

Determine that:

Climatic council is the supreme consultative body in case of the President of the Republic of Uzbekistan concerning mitigation of the consequences of climate change and adaptation to it;

meetings of Climatic council will be organized three times within one calendar year in the form of plenary meetings (once a year) and intermediate meetings (two times a year).

2. Determine the main objectives of Climatic council:

forming of National strategy for mitigation of the consequences of climate change and adaptation to it, and also single state policy in this direction;

coordination of works of the ministries and departments on effective realization of single state policy on mitigation of the consequences of climate change and adaptation to it;

conducting monitoring of accomplishment of the obligations of the Republic of Uzbekistan following from the Framework convention of the United Nations on climate change (further - the Convention) and the Parisian agreement;

determination of the annual priority directions of implementation of foreign policy on mitigation of the consequences of climate change and adaptation to it;

enhancement of base of regulatory legal acts in questions of mitigation of the consequences of climate change and adaptation to it;

assistance to providing with resources and to financing, including investment attraction for support of the projects directed to mitigation of the consequences of climate change and the adaptation to it including "green" technologies, scientific researches and innovations.

3. Approve:

structure of Climatic council in case of the President of the Republic of Uzbekistan according to appendix No. 1 *;

Regulations on Climatic council in case of the President of the Republic of Uzbekistan according to appendix No. 2 *;

"Road map" on forming and realization of National strategy for mitigation of the consequences of climate change and adaptation to it, and also single state policy in this direction according to appendix No. 3*.

4. Rename the National center of green transformation and adaptation to climate change in case of Minekologiya in the form of public institution into the National center for climate change (further - the Climatic center).

Approve the main objectives and powers of the Climatic center according to appendix No. 4*.

5. Determine that:

a) The climatic center is:

working body of Climatic council;

authority on coordination and preparation for participation of the Republic of Uzbekistan in important international and regional official events for questions of climate change, including in annually held meeting of the Convention of the UN;

authority on coordination of activities of Losses and Damage Fund (LDF), and also "Green cities" (implementation of ecological master plans of the cities, areas, control of their execution and creation of ecological rating of the cities);

b) Minekologiya is national beneficiary of the means obtained from sale of carbon quotas by implementation of decisions on the basis of the nature (Nature Based Solutions) for climate change impact mitigation.

6. To the ministries and departments specified in appendix No. 5 * to this Decree in two weeks to create departments of ecological diplomacy as a part of 2-3 established posts within the available established posts.

Approve the main objectives of departments of ecological diplomacy according to appendix No. 6*.

7. For the purpose of increase in scientific and academic potential, and also development of basic researches to create the Climatic scientific forum (residence) (further - the Climatic residence) at Central Asian University of studying of the environment and climate change (Green University).

8. Minekologiya together with the interested ministries and departments:

till September 1, 2024 to introduce in the Cabinet of Ministers the list of the international financial institutions, key international organizations with which the cooperation on development of strategy in climate change, and also the priority directions of the scientific research which is subject to realization will be performed;

to submit the approved list of employees of departments of ecological diplomacy within two-month term to the Climatic center for strengthening of interaction with the ministries and departments and increases in overall performance;

in four-months time to make in the Cabinet of Ministers offers on perspective investment projects in the field of climate change for inclusion in National strategy for mitigation of the consequences of climate change and adaptation to it;

till January 1, 2025 to introduce to the Cabinet of Ministers the draft of the resolution on single state policy on mitigation of the consequences of climate change and adaptation to it;

till October 1, 2025 to develop industry strategies on mitigation of the consequences of climate change and adaptation to it in coordination with the Climatic center and to bring them in the Cabinet of Ministers;
