3. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About approval of the Regulations on rules of registration and removal of citizens of the Kyrgyz Republic from registration accounting at the place of residence and the place of stay" of December 4, 2004 No. 886;

2) the order of the Government of the Kyrgyz Republic "About modification and amendments in the order of the Government of the Kyrgyz Republic of December 4, 2004 No. 886 "About approval of the Regulations on rules of registration and removal of citizens of the Kyrgyz Republic from registration accounting at the place of residence and the place of stay" of December 16, 2004 No. 936;

3) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About approval of the Regulations on rules of registration and removal of citizens of the Kyrgyz Republic from registration accounting at the place of residence and the place of stay" of December 4, 2004 No. 886" of October 21, 2013 No. 574;

4) Item 5 of the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic on questions of optimization of the separate state companies" of August 28, 2017 No. 542;

5) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About approval of the Regulations on rules of registration and removal of citizens of the Kyrgyz Republic from registration accounting at the place of residence and the place of stay" of December 4, 2004 No. 886" of August 17, 2020 No. 423;

6) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About approval of the Regulations on rules of registration and removal of citizens of the Kyrgyz Republic from registration accounting at the place of residence and the place of stay" of December 4, 2004 No. 886" of May 4, 2021 No. 207;

7) Item 1 of the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of some orders of the Government of the Kyrgyz Republic in the sphere of registration of the population" of March 15, 2023 No. 143;

8) Item 1 of the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About modification of some orders of the Government of the Kyrgyz Republic and the Cabinet of Ministers of the Kyrgyz Republic concerning implementation and use of digital documents in the sphere of registration of the population in the territory of the Kyrgyz Republic" of June 29, 2023 No. 329.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This resolution becomes effective after three months from the date of official publication.

Regulations on rules of registration and removal of citizens of the Kyrgyz Republic from registration accounting at the place of residence and the place of stay

Chapter 1. General provisions

1. This Provision is developed for the purpose of implementation of the Law of the Kyrgyz Republic "About internal migration" and the housing legislation of the Kyrgyz Republic, creation of necessary conditions for realization by citizens of rights to liberty of movement and the choice of the residence, place of stay, and also enhancement of system of accounting of citizens at the place of residence and the place of stay.

2. The basic concepts used in this Provision:

1) the automated information system (further - AIS) - set of the program hardware intended for collection, storage, transfer and information processing in the sphere of registration of the population at the place of residence and the place of stay in the territory of the Kyrgyz Republic;

2) the address reference - the reference issued by subordinated division of authorized body in the sphere of registration of the population or through the state portal of electronic services or the Tunduk mobile application, confirming the fact of implementation of registration accounting in the territory of the Kyrgyz Republic;

3) premises - the separate unit of housing stock (the individual apartment house, part of the individual apartment house, the apartment in the apartment house, the communal flat, the room in the communal flat, the room in houses of specialized housing stock, the apartment house of portable housing stock) intended and used for permanent or temporary residence, answering to the established technical, health and other mandatory requirements established by the housing legislation of the Kyrgyz Republic;
