About cardinal enhancement of procedure for provision to the population of the state social support

1. Determine the main directions of transition to provision to the population of all measures of the state social support on the basis of digital technologies:

step-by-step full automation of processes of appointment, provision, monitoring and assessment of social payments and subsidies, social services and the help, and also all other measures of the state support of the population having social nature by means of implementation of the information system "Social card" (further - IS "Social card");

exception of need of collection of documents from categories of the citizens needing the public assistance for receipt of social services, the help and payments, and also other measures of the state social support taking into account their requirements;

creation of possibility of receipt of the state social support is address, in short terms, remotely and proaktivno;

simplification of interaction between the state and subjects of entrepreneurship due to development of digital services within implementation of social insurance;

increase in efficiency of activities of state bodies and public authorities on the places providing the state social support at the levels of the republic, area, area (city) also waved.

d) since October 1, 2025 provision to citizens all state bodies and the organizations, self-government institutions of citizens and other structures performing activities in system of the ministries and departments at the expense of budgetary funds, social services and the help, subsidies, grants, privileges and social guarantees, and also other payments having material (cash) expression at the expense of budgetary funds according to the schedule according to the list approved by the Cabinet of Ministers;

e) since January 1, 2026 use of other privileges and social guarantees established in acts of the legislation.

3. Since October 1, 2025 to provide to persons receiving pensions, the right at will to receive to old-age pension, disability and loss of the supporter through the social card.

4. Determine that:

the social card is issued by the National agency of social protection (further - the Agency) to the citizens of the Republic of Uzbekistan, foreign citizens and persons without citizenship who are constantly living in the territory of the Republic of Uzbekistan (further - citizens), according to the procedure, established by the Cabinet of Ministers, and is one of documents providing realization of the rights of citizens to receipt of measures of the state social support and also contains the unique personal number which is not subject to change;

the procedure for prohibition and restriction for implementation of separate transactions according to the social card is established by the Cabinet of Ministers;
