About additional measures for improvement of tourist infrastructure and further increase in flow of foreign tourists to the Republic of Uzbekistan

For the purpose of creation of necessary conditions for comfortable travel due to increase in quantity of new objects of the tourist industry in regions of the country, implementation of modern mechanisms of active promotion of national tourist products in the world market, further expansion of opportunities of internal tourism, the solution of the existing problems of transport logistics, and also attraction of direct investments to the sphere:

1. Establish procedure according to which for the purpose of creation of favorable business environment in the field of tourism and expansion of export of tourist services:

a) since September 1, 2024 Fund of reconstruction and development through commercial banks of the republic the credit line in national currency in the amount of 50 million US dollars on annual rate of 14 percent for providing with current assets the tour operators who are residents of the Republic of Uzbekistan and performing entrance tourist activities for the purpose of involvement of tourists to the republic from foreign countries opens. At the same time:

on the loans granted by commercial banks by fund of reconstruction and development the bank margin in the amount of no more than 3 percent from certain annual interest rate is established;

borrowing facilities are allocated to tour operators for a period of 10 years with two-year grace period (on percent and principal debt);

resources of Fund of reconstruction and development are allocated to commercial banks for a period of 12 years with three-year grace period;

b) till August 1, 2025 the tour operators registered and who obtained the license in the Republic of Karakalpakstan when importing vehicles with high passability and engine displacement of at least 2,4 of liter for the organization of extreme tours according to the procedure of exception are allowed to pay customs duty and utilization collection in the amount of 25 percent from effective rate by installments within 3 years.

At the same time if within 3 years from the date of import of the vehicle it will be determined that it was used outside the territory of the Republic of Karakalpakstan, it was sold or is alienated to other persons or it is leased, the customs duty and utilization collection are levied in full from person importing the vehicle;

c) till August 1, 2025 the buses and minibuses imported by the subjects of entrepreneurship performing activities in the field of tourism are exempted from customs duty payment. At the same time:

these privileges are provided on the new buses conforming to requirements of the ecological class "Euro-5" above and also on the minibuses with eight and more in places without driver's seat imported on customs area of the Republic of Uzbekistan;

in case of sale or alienation or leasing to other person of the imported buses and minibuses within 3 years from the date of their import the provided privileges are cancelled and the customs duty is in accordance with the established procedure collected in full from person importing the vehicle;

d) entrepreneurs in the field of tourism, handicraftsmen, representatives of culture and art participate in the international tourist fairs and exhibitions which list is created by Committee on tourism under the Ministry of ecology, environmental protection and climate change (further - Committee on tourism). At the same time since January 1, 2025:

from local budgets of the Republic of Karakalpakstan, areas and the city of Tashkent at least 1 billion sum for participation in the international tourist fairs and exhibitions are allocated;

50 percent of rent expenses of the pavilion at the international tourist fairs and exhibitions for tour operators since whose beginning of activities there passed no more than 3 years become covered at the expense of means of off-budget fund of support of tourism of Committee on tourism (further - Fund);

50 percent of expenses of handicraftsmen on lease of pavilions at the international tourist fairs and exhibitions, on transportation of products exposed by them and air tickets become covered at the expense of means Fund of support of workmanship and nadomnichestvo under the Ministry of employment and reducing poverty.

2. Approve:

structure of Republican public council on tourism development (further - Republican council) according to appendix No. 1 *;

standard structure of local public councils on tourism development (further - local council) according to appendix No. 2 *;

"Road map" on further increase in flow of foreign and internal tourists according to appendix No. 3*.

3. Approve the offer of Committee on tourism on creation of the new national tourist brand (trademark) of the Republic of Uzbekistan directed to promotion of tourist products of the Republic of Uzbekistan on international and internal tourist the markets, on further strengthening of image safe for travel and rest of the country, and providing:

development of new national tourist brand of the Republic of Uzbekistan (further - tourist brand) with involvement of the consulting companies on marketing and branding;

creation of contents of tourist brand by tourism types in Uzbekistan, such, as historical, cultural, gastronomic, medico-improving, archaeological, ecological and extreme, proceeding from requirements of the target markets (audiences) in foreign countries;

creation of system of promotion of tourist brand with use of modern marketing technologies, including the international media and social platforms, world sporting, cultural and art events.

4. To committee on tourism:

till October 1, 2024 to hold competition on creation of new national tourist brand;

in 2024 to organize the first global tourist media campus within the International day of tourism;

in 2024-2025 to involve to 50 journalists, bloggers, vloger and inflyuenser with audience more than 10 million people.

5. Determine that:

a) expenses on accommodation of the famous foreign bloggers (with audience at least 1 million people) involved to the republic with tour operators - by residents of the Republic of Uzbekistan for promotion of the products, it is compensated for the account of fund.

At the same time the expense budget on involvement of the famous bloggers will be approved with Committee on tourism in advance;

b) Republican Council at least once a quarter, local councils - consider once a month the problems arising in activities of subjects in the field of tourism, tourist infrastructure and transport logistics, provide their elimination, perform preparation for tourist season and the early notification on changes;

c) since January 1, 2025 the subjects of entrepreneurship who organized in the territory of the Republic of Uzbekistan business actions lasting at least three days with foreign participants number at least 100 people till January 1, 2028 pay the income tax from income gained from data structure of business actions in the amount of 50 percent from the established rate on this tax.

6. To committee on tourism:

in a month to consider the list of exhibitions in which the national tourist delegation shall participate and submit for approval in the Cabinet of Ministers;
