2. The subsidy is provided for the purpose of financial provision of costs of Fund for compensation to the Russian credit institutions of the half-received income on the credits issued to members of the free economic zone according to the Rules of compensation to the Russian credit institutions of the half-received income on the credits issued to members of the free economic zone in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region approved by the order of the Government of the Russian Federation of August 15, 2024 No. 1089 "About compensation to the Russian credit institutions of the half-received income on the credits issued to members of the free economic zone in the territories of the Donetsk People's Republic, the Luhansk People's Republic, the Zaporizhia region and Kherson region".

3. Means of subsidy cannot be aimed at providing the current activities of Fund, and also at tax payment, charges and other obligatory payments in budgets of the budget system of the Russian Federation.

The subsidy is provided within limits of the budget obligations brought in accordance with the established procedure to the Ministry of Construction and Housing and Communal Services of the Russian Federation as the receiver of funds of the federal budget for the purposes specified in Item 2 of these rules.

The subsidy is provided according to the agreement on provision of subsidy signed between the Ministry of Construction and Housing and Communal Services of the Russian Federation and Fund by means of the state integrated management information system public finance "The electronic budget" (further - the agreement on provision of subsidy). The agreement on provision of subsidy and the supplementary agreements to the agreement on provision of subsidy providing introduction of amendments to the agreement on provision of subsidy or agreement cancelation about provision of subsidy consist according to the standard forms approved by the Ministry of Finance of the Russian Federation.

The agreement on provision of subsidy is signed no later than the 20th working day from the date of bringing in accordance with the established procedure to the Ministry of Construction and Housing and Communal Services of the Russian Federation of budgetary appropriations on provision of subsidy to Fund.
