About introduction of temporary ban on export of gasoline commodity of the Russian Federation

According to articles 29 and 47 of the Agreement on the Eurasian Economic Union of May 29, 2014, appendix No. 7 to the specified Agreement, article 21 of the Federal law "About Bases of State Regulation of Foreign Trade Activity" and for the purpose of ensuring energy security of the Russian Federation the Government of the Russian Federation decides:

1. Establish temporary ban on export of gasolines commodity (codes of the CN FEA EEU 2710 12 411 0 - 2710 12 590 0) (further - goods) including acquired at the exchange biddings from the Russian Federation.

2. The temporary ban specified in Item 1 of this resolution does not extend:

a) on the goods which are exported from the territory of the Russian Federation for rendering the international humanitarian assistance to foreign states based on decisions of the Government of the Russian Federation;

b) on the goods which are exported from the territory of the Russian Federation within the international intergovernmental agreements (including in state members of the Eurasian Economic Union) within the amounts provided by the indicative balances and (or) protocols approved according to the procedure, provided by such agreements provided that concerning exported goods n coefficient, stipulated in Item 2 method of calculation of rates of export customs duties on the separate types of goods developed from the oil approved by the order of the Government of the Russian Federation of March 29, 2013 No. 276 "About calculation of rates of the export customs duties on crude oil and separate types of goods developed from oil, and recognition voided some decisions of the Government of the Russian Federation", is accepted equal 0 rubles to ton;

c) on the goods which are exported from the territory of the Russian Federation within the international transit carriages which are beginning and coming to an end outside the territory of the Russian Federation and also on the goods moved between parts of the territory of the Russian Federation through the territories of foreign states, and (or) the goods moved between parts of customs area of the Eurasian Economic Union sea transport without calling foreign port;

d) on the goods containing in the technological reservoirs intended for their storage, water, air, railway or automotive vehicles, used for the purpose of operation along the line;

e) on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring activities of the military forming of the Russian Federation which are in the territories of foreign states;

e) on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation, located in Baikonur (Republic of Kazakhstan) and in the territory of the Baikonur complex;

g) on the goods which are exported from the territory of the Russian Federation for the purpose of ensuring organization activity of the Russian Federation on Svalbard archipelago;

h) on the goods placed about day of entry into force of this resolution inclusive under the customs procedures allowing their export from customs area of the Eurasian Economic Union which no later than day of entry into force of this resolution are adopted by Russian Railways open joint stock company to transportation and (or) transportation or on which about day of entry into force of this resolution the loading order on the ocean ship is drawn up;

i) on the goods which are exported by physical persons for private use;

j) on the goods moved as supplies;

k) on the goods which are exported from the territory of the Russian Federation for ensuring functioning (operation, use) water vessels, artificial islands, constructions, installations and other objects concerning which the Russian Federation has the exclusive jurisdiction;

l) for office use;

m) for office use.

3. To the Ministry of Economic Development of the Russian Federation in accordance with the established procedure to notify the Eurasian economic commission on introduction of the temporary ban specified in Item 1 of this resolution.

4. This resolution becomes effective since September 1, 2024 and is effective till December 31, 2024 inclusive.
