About measures for further development of agro-industrial complex of the Kyrgyz Republic

For the purpose of the solution of the tasks determined by the National development program of the Kyrgyz Republic till 2026 approved by the Presidential decree of the Kyrgyz Republic "About the National development program of the Kyrgyz Republic till 2026" of October 12, 2021 No. 435, of ensuring sustainable development of agro-industrial complex, strengthening of food security and effective use of natural resources according to articles 66, of 71 Constitution of the Kyrgyz Republic I decide:

1. To the Cabinet of Ministers of the Kyrgyz Republic:

1) to develop measures on:

- to stimulation of voluntary merging of farms in cooperative or other farm patterns for increase in their efficiency and increase in krupnotovarny production;

- to enhancement and simplification of preferential financing of krupnotovarny production in the agro-industrial sector, to implementation of system of project financing in national banks;

- to support of development of economically important agro-industrial companies;

- to improvement of pastures;

- to development of unproductive pastures, including ensuring access of farmers and investors to data on arrangement of unproductive pastures;

- to attraction of foreign private investments in farm-production, preparation of high-quality investment projects for investors, to volumetric gain of foreign investments in agricultural industry three times till 2030;

- to implementation of green biotechnologies, technologies for adaptation to climate change, use of artificial intelligence and other modern technologies in farm-production, including to application in case of construction of irrigation canals of the innovation materials and methods, mechanisms of circular agricultural industry and non-waste production in agricultural industry;

- to digitalization of farm-production, ensuring receipt of space pictures of acreage in the real mode, to increase in internal sales and agricultural export through marketpleysa;

- to building-up of the export potential of national production of seeds of crops, first of all lucernes, corn, sugar beet and vegetable cultures;

- to increase in use of biological and organic fertilizers and pesticides till 2030;

- to further development of agroclusters and chains of value added in agricultural industry;

- to transition to public procurements of exclusively certified domestic organic production for inclusion in food allowance of children, school students and military at the expense of the government budget till 2030;

- to carrying out monitoring and the tracking of demand and consumption of food in the world market of agricultural products, to operational taking measures to adaptation to the internal demand, consumption and export of food connected with change of consumer preferences and tastes of consumers;

- to implementation of international standards of quality in farm-production, including the ISO standards, GLOBALG.A.P., NASSR (ISO, Global GEP, HASSP) and others;

- to assistance and training of farmers in marketing and branding of agricultural products in the internal and external markets of the country;

- to health protection of consumers and protection of domestic manufacturers in the agro-industrial sector, including inspection of agricultural products in the domestic market of the country;

- to strengthening of control (supervision) of ensuring epizootic wellbeing and veterinary and sanitary safety in the territory of the republic;

- to creation of laboratories under research and educational institutions of the republic according to safety of products of crop production intended for the domestic market and export, including for determination of availability of heavy metals and other genetically modified organisms with issue of appropriate certificates, use of data of laboratories for training of young specialists in skills of work at the modern equipment;

- effective coordination of the official donor aid aimed at the development of agro-industrial complex, exception of duplication of the obtained credits at the expense of donors;

- to creation of 40 machine and tractor stations in regions of the republic, taking into account specialization of the rendered services in the cultivated crops and types of products;

- to support of economical water use in agricultural industry, including the mechanized, drop and dozhdevalny methods of irrigation of farmlands, to increase in the areas for organic production three times till 2030;

- inventory counts of wells of underground waters;

- to step-by-step reception-transmission in state-owned property of the intraeconomic irrigational systems which are in municipal property or became ownerless;

- to creating favorable conditions for further strong growth of production of fish and fish products and investment attraction in fishery and aquaculture;

2) to create conditions for:

- large land users (100 hectares and above) with providing of possibility of construction of farms to them on the parcels of land necessary for functioning and development of farming, including measures of fiscal stimulation;

- implementations of system of agroinsurance in zones of risk agriculture and distillation cattle breeding;

- the organizations of institute of food security with participation of representatives of associations and leading enterprises for achievement of food security of the country;

- increases in agricultural export twice by 2030;

- achievements of level at least 50 percent of conversion of agricultural products by 2040;

- developments and project implementations "Agrarian science - key factor of development of agro-industrial complex" with implementation of achievements of agrarian applied science in the real sector;

- improvement of quality of training of specialists of agro-industrial complex in higher education institutions, involvement of specialists from other countries for the purpose of development of agro-industrial complex;

- increases in responsibility of state bodies and local government bodies for failure to act and wrongful acts concerning investors, farmers and other business entities of agro-industrial complex;

- inventory counts of the agricultural structures constructed on the parcels of land according to purpose belonging on the property right with ensuring issue of technical data sheets and acts of commissioning for the unregistered objects;

- simplifications of the procedure of receipt of construction licenses and reshaping of objects of livestock production, poultry farming, fish breeding, greenhouse facility, processing industry on the parcels of land according to purpose;

- simplifications of transfer (transformation) of unproductive pastures for the subsequent development in farm-production, including less valuable agricultural holdings in more valuable;

- abolition of licensing of the artesian wells used for needs of agricultural industry;

- ensuring access of farmers to operational, reference information in agricultural industry, creations of directory system with elements of electronic commerce;

3) to take other measures following from this Decree including modification of the operating regulatory legal acts.
