About measures of the state support of small and medium entrepreneurship

In pursuance of paragraphs of the fourth and ninth of article 21 of the Law of the Republic of Belarus of April 22, 2024 No. 365-Z "About change of the laws concerning business activity", and also for the purpose of increase in efficiency of activities of subjects of infrastructure of support of small and medium entrepreneurship the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve Regulations on procedure and conditions (criteria) of provision of the state financial support to subjects of small and medium entrepreneurship, to subjects of infrastructure of support of small and medium entrepreneurship it (is applied).

2. Determine that:

2.1. the legal entities registered before entry into force of this resolution as the basic centers of support of entrepreneurship (except for the Belarusian fund of financial support of entrepreneurs), are recognized registered as the centers of support of entrepreneurship.

The Ministry of Economics based on part one of this subitem enters corresponding changes in the Register of the centers of support of entrepreneurship, performs preparation of registration certificates of legal entities as the centers of support of entrepreneurship and provides their delivery to the interested centers of support of entrepreneurship;

2.2. The Belarusian fund of financial support of entrepreneurs submits to "Development Bank of the Republic of Belarus" open joint stock company.

3. Bring in the resolution of Council of Ministers of the Republic of Belarus of December 30, 2010 No. 1911 "About measures for implementation of the Law of the Republic of Belarus "About support of small and medium entrepreneurship" the following changes:

in the Regulations on the centers of support of entrepreneurship approved by this resolution:

add the Provision with Item 3-1 of the following content:

"3-1. In addition to the conditions specified in Item 3 this provision as the basic center the non-profit organizations created according to the decision of the President of the Republic of Belarus, Council of Ministers of the Republic of Belarus for the purpose of support of small and medium entrepreneurship or being legal entities whose list of founders (participants) includes these non-profit organizations have the right to address for registration.";

Item 5 part one in paragraph five shall be replaced with words the word of "agreements" "employment contracts";

to state the paragraph of the seventh of Item 15 in the following edition:

"failures to meet requirements, established in parts of the first or fourth article 19 of the Law of the Republic of Belarus "About support of small and medium entrepreneurship".";

in the Regulations on incubators of small business approved by this resolution:

Item 5 part one in paragraph five shall be replaced with words the word of "agreements" "employment contracts";

to state the paragraph of the seventh of Item 16 in the following edition:

"failures to meet requirements, established in parts of first or third and sixth article 20 of the Law of the Republic of Belarus "About support of small and medium entrepreneurship".".

4. Declare invalid the resolution of Council of Ministers of the Republic of Belarus of April 9, 2024 No. 257 "About extreme values of revenue for 2023 for the purposes of the state financial support".

5. To the Ministry of Economics in two-month time to approve the charter of the Belarusian fund of financial support of entrepreneurship and together with "Development Bank of the Republic of Belarus" open joint stock company to take other measures for implementation of this resolution.

6. Before reduction of presidential decrees of the Republic of Belarus in compliance with the Law of the Republic of Belarus "About change of the laws concerning business activity" this resolution is effective in the part which is not contradicting them.

Operation of this resolution does not extend to the decisions on rendering the state financial support to subjects of small and medium entrepreneurship, to subjects of infrastructure of support of small and medium entrepreneurship accepted before entry into force of this resolution.

7. This resolution becomes effective in the following procedure:

Item 5 and this Item – after official publication of this resolution;

other provisions of this resolution – since October 1, 2024.
