About application of English in Ukraine

Verkhovna Rada of Ukraine,

being guided by the Constitution of Ukraine confirming the European identity of the Ukrainian people, irreversibility of the European and Euro-Atlantic rate of Ukraine assigns obligation to the state to promote studying of languages of the international communication;

aiming at activization of processes of the European and Euro-Atlantic integration of Ukraine, approval of the international image of the state in world globalization processes, increases in level of its competitiveness, investment and tourist appeal;

for the purpose of assistance to studying of English by citizens of Ukraine,

adopts this Law.

Section I. General provisions

Article 1. The status of English in Ukraine

1. English relates to languages of the international communication in Ukraine.

2. The state promotes studying of English by citizens of Ukraine.

Article 2. Purpose and coverage of the law

1. The purpose of this Law is assistance to ensuring application of English as one of languages of the international communication in all territory of Ukraine in the public spheres of public life determined by this Law.

2. Operation of this Law does not extend to legal relationship in the sphere of legal proceedings, criminal proceedings, on cases on administrative offenses, and also on the relations on consideration and the solution of administrative cases, except the cases determined by the law.

3. Any of provisions of this Law cannot be interpreted as directed to narrowing of the sphere of functioning and application of Ukrainian as state, and also use of languages of indigenous people and ethnic minorities (communities) of Ukraine.

Article 3. Persons who shall know English

1. The requirement about obligation of ownership of English is established to persons applying for holding the posts:

1) public service of category "A";

2) public service of categories "B" and "B" which list is established by the Cabinet of Ministers of Ukraine;

3) chairmen of local public administrations, their first deputies and deputies;

4) the military personnel of officer, sergeant and foreman structure passing military service under the contract whose list is established by the Cabinet of Ministers of Ukraine;

5) police officers of average and highest structure of National police of Ukraine, positions of the commanding structure of other law enforcement agencies, positions of the commanding structure of service of civil protection whose list is established by the Cabinet of Ministers of Ukraine;

6) prosecutors;

7) in tax and customs authorities which list is established by the Cabinet of Ministers of Ukraine;

8) heads, members of executive body, members of the supervisory board (board of directors) and other officials of the state companies, economic societies in which authorized capital more than 50 percent of shares (shares) belong to the state;

9) heads of the public scientific institutions;

10) heads of higher educational institutions;

11) in education and sciences which list is established by the Cabinet of Ministers of Ukraine.
