About approval of the Regulations on preparation scientific and research and educational personnel according to programs of postgraduate professional education

For the purpose of legal regulation of preparation scientific, research and educational personnel, being guided by the Law of the Kyrgyz Republic "About science", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic", the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Regulations on preparation scientific and research and educational personnel according to programs of postgraduate professional education.

2. Declare invalid the order of the Government of the Kyrgyz Republic "About approval of the Regulations on preparation of scientific and pedagogical and scientific personnel in the Kyrgyz Republic" of July 16, 2018 No. 327.

3. This resolution becomes effective after ten days from the date of official publication.

Regulations on preparation scientific and research and educational personnel according to programs of postgraduate professional education

Chapter 1. General provisions

1. This Provision regulates procedure for the organization of preparation scientific, research and educational personnel.

2. Preparation scientific and research and educational personnel is performed according to programs of postgraduate professional education through PhD doctoral studies / on profile, doctoral studies, postgraduate study (graduate military course), competition.

The scientific and methodical management and control of preparation scientific and research and educational personnel is performed by authorized state body in the field of science.

3. Postgraduate professional specialized medical education (internship, internship) is performed according to the procedure, the determined decision of the Cabinet of Ministers of the Kyrgyz Republic. The scientific and methodical management and control of preparation according to programs of vocational medical education are performed by authorized state body in the field of health care.

4. Preparation scientific and research and educational personnel is performed in internal and correspondence forms.

5. Preparation scientific and research and educational personnel for degree of the doctor of philosophy (PhD)/doctor is determined by profile by decisions of the Cabinet of Ministers of the Kyrgyz Republic.

6. Scientific personnel prepares on the basis of the license of postgraduate professional education. The scientific and scientific and technical organizations (further - the scientific organizations) and the educational organizations of higher education (further - higher education institutions) acquire the right to preparation of scientific personnel according to the legislation of the Kyrgyz Republic in the field of licensed authorization system.

Receipt of the license for implementation of programs of postgraduate professional education is not required to higher education institutions with special status.

7. Preparation scientific and research and educational personnel is performed on scientific specialties and the directions according to the nomenclature of professions of scientists approved by state body in the field of certification scientific and research and educational personnel of the top skills.

8. Academic degrees of the candidate of science and doctor of science are awarded by state body of certification on the basis of the petition of the dissertation council accepted by results of public defense of a thesis by the job seeker. The academic degree of the doctor of philosophy (PhD)/doctor on profile is awarded according to the procedure, established by the Cabinet of Ministers of the Kyrgyz Republic.

9. Citizens of the Kyrgyz Republic, citizens of foreign states and stateless persons have the right to training in programs of postgraduate professional education.

10. In this Provision the following basic concepts are used:

1) the scientific head / consultant - the scientist on industry of training or adjacent area of studying of the student, performs management over scientific work, control of results and certification of educational and research activities of the student;

2) academic (scientific and technical) council - the public and professional governing body of the scientific organizations / higher education institutions providing collective nature of the made decisions in the field of implementation of scientific and scientific and pedagogical activities.

Chapter 2. Doctoral studies

11. Doctoral studies - form of preparation of the scientific and pedagogical and scientific personnel having competences of the organization of research work on the new direction of scientific research or conceptual development of the existing urgent directions of scientific research, analytical generalization of the results of scientific activities allowing to prepare individual scientific and qualification work (thesis) for degree of the doctor of science.

12. In doctoral studies persons having academic degree of the candidate of science and doctor of philosophy (PhD)/doctor on profile are accepted.

Preparation term in doctoral studies constitutes at least 4 years.

13. The application for admission is submitted to doctoral studies addressed to the head of the scientific organization / higher education institution with appendix of the following documents:

1) the copy of the diploma about award of academic degree of the candidate of science or doctor of philosophy (PhD)/doctor in profile;

2) the passport copy (persons with nationality);

3) the summary / personal leaf on registration of personnel;

4) plan of doctor's research;

5) the list of the published scientific works, inventions and patents;

6) the letter consent of the scientific head / consultant with expected subject and area of research (in the presence).

The passport and the diploma in the original are represented by the doctoral candidate personally.

14. Acceptance in doctoral studies is performed on competitive basis.

Academic (scientific and technical) council of the scientific organization / higher education institution declares competitive acceptance in doctoral studies on scientific specialties according to the nomenclature of professions of scientists. The scientific organization / higher education institution by the order of the head creates tender committee which part the vice rector for scientific work and the leading scientists are. After the term established for submission of documents, documents of all participants of competitive selection are submitted the commission.
