According to Item 5 of article 96 of the Entrepreneurial code of the Republic of Kazakhstan the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules, the forms of support and other conditions necessary for rendering the state non-financial support to subjects of private entrepreneurship provided in various industries of economy which belong to competences of several industry state bodies.

2. To impose control of execution of this resolution on the Ministry of national economy of the Republic of Kazakhstan.

3. This resolution becomes effective since January 1, 2025 and is subject to official publication.

Chapter 1. General provisions

1. The these rules, forms of support and other conditions necessary for rendering the state non-financial support to subjects of private entrepreneurship provided in various industries of economy which belong to competences of several industry state bodies (further – Rules) determine procedure for rendering measures of non-financial support of entrepreneurship.

2. In these rules the following basic concepts are used:

1) the account – the personal page of the user of online platform which is created after registration on online platform;

2) the center of development of female entrepreneurship – the platform for rendering non-financial support to women in receipt of services for stimulation of participation in business activity, increase in economic activity;

3) the subject of social entrepreneurship – the individual entrepreneurs and legal entities (except for subjects of big business) included in the register of subjects of social entrepreneurship;

4) the consultant for the business overview – the physical person having experience of carrying out the business overview on small and medium scale enterprises of Kazakhstan;

5) brand committee – the permanent joint advisory advisory body under chambers of entrepreneurs of areas, cities of republican value and the capital performing selection of products within the "One Village — One Product" project;

6) working group – the commission which is carrying out consideration and assessment of products of potential project participants "One village – one product" (further – OSOP), determining the participant list of the OSOP project, the points which gathered the greatest number in regional showing;

7) service center of entrepreneurs (further – TsOP) – infrastructure complex for rendering measures of the state support and provision of the state services, including in online the mode, to entrepreneurs and the population with entrepreneurial initiative created under RPP;

8) department of service center of entrepreneurs (further – department TsOP) – the workplace for rendering measures of the state support, provision of the state services to entrepreneurs and to the population with entrepreneurial initiative created in places of the greatest accumulation of entrepreneurs in the regional centers, the cities of republican value and the capital;

9) authorized body on entrepreneurship (further – authorized body) – the state body performing management and cross-industry coordination in the field of development and support of private entrepreneurship;

10) the consulting company – the legal entity and (or) the individual entrepreneur performing the consulting services of certain specialization which confirmed successfully realized projects and which underwent qualification selection according to the specification for realization of the "Program of Business Consulting Services of the European Bank for Reconstruction and Development for Support of Small and Medium Business of the Republic of Kazakhstan" tool;

11) the cooperation project – the plan with specific purposes and methods of their achievement based on in advance developed step-by-step program which is implemented thanks to cooperation with foreign partners;

12) the register of the rendered services – the electronic document containing set of data on requests, the rendered services, and also users and other data;

13) uslugopoluchatel – person who addressed for receipt of measures of non-financial support;

14) operator of non-financial support – The national chamber of entrepreneurs of the Republic of Kazakhstan of Atameken performing the state non-financial support to entrepreneurs, except for the "Program of Business Consulting Services of the European Bank for Reconstruction and Development for Support of Small and Medium Business in the Republic of Kazakhstan" component;

15) the web portal of the operator of non-financial support – online platform of the operator of non-financial support on which non-financial measures of the state support in electronic format are provided to users;

16) the tool – the measure of non-financial support given to entrepreneurs and the population with entrepreneurial initiative;

17) the manager-consultant – physical person which renders consulting, information and explanatory services to the physical persons applying for occupation business activity and entrepreneurs based on the service provision agreement on paid basis signed between regional chamber of entrepreneurs and the manager-consultant;

18) the cop – the female entrepreneur having knowledge and skills in the sphere of entrepreneurship, wishing to gain new knowledge and to show readiness for self-development and independent work and team work;

19) the mentor – the female entrepreneur having successful experience in conducting business activity, attracted to rendering service in maintenance the cop for knowledge transfer and experience in the sphere of entrepreneurship;

20) mentoring – service in maintenance the cop for knowledge transfer and experience in the sphere of entrepreneurship;

21) the certificate on training (further – the certificate) – the document confirming training;

22) regional chamber of entrepreneurs (further – RPP) – regional chamber of entrepreneurs of areas, cities of republican value and the capital of the operator of non-financial support, including the workplace for rendering measures of the state support and provision of the state services to entrepreneurs and to the population with entrepreneurial initiative created in places of the greatest accumulation of entrepreneurs in the regional centers, the cities of republican value and the capital, and also in monotowns, the small cities and the district centers;

23) the questionnaire request – the written application with appendix of necessary documents for receipt of the measures of non-financial support provided by these rules signed with own hand or by means of the digital signature;

24) the international foreign organizations (further – MZO) – the foreign organizations assisting the companies of small and medium business in the organization of foreign training, establishment of business connections with foreign partners and (or) aimed at assistance to development of subjects of small and medium business;

25) the foreign and (or) domestic expert – the participant of the Sarapshylar Kyzmt _ tool attracted to consultation on questions of implementation of new methods of management, production technologies, the equipment and personnel training;

26) the digital signature (further – the EDS) – set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

3. Non-financial measures of support of entrepreneurship provide rendering the state non-financial support to entrepreneurs and the population with entrepreneurial initiative of the following directions:

1) increase in entrepreneurial potential;

2) development of female entrepreneurship;

3) support of producers of products from local and local resources;

4) strengthening of entrepreneurial potential through rendering consulting and services;

5) expansion of business contacts and performance improvement of entrepreneurs.

Chapter 2. Increase in Entrepreneurial Potential direction

4. Within the Increase in Entrepreneurial Potential direction the operator of non-financial support realizes the Kas_pke Bagyt tool.

5. The Kas_pke Bagyt tool includes complex of the advisory, educational services provided to entrepreneurs and the population with entrepreneurial initiative on a grant basis.

6. The Kas_pke Bagyt tool appears the operator of non-financial support and RPP in the regional centers, the cities of republican value and the capital, and also with departure in the district centers based on the revealed requirements.

7. The Kas_pke Bagyt tool is provided on a grant basis to the population with entrepreneurial initiative, and also to subjects of MSP.

8. Financing of realization of the Kas_pke Bagyt tool is performed at the expense of means of the republican and (or) local budget by the conclusion of the agreement on public procurements, method from one source according to article 41 of the Law of the Republic of Kazakhstan "About public procurements" (further – the Law).

9. The operator of non-financial support provides rendering services based on requests by involvement of supplier companies of consulting, educational services and highly skilled experts including foreign.

10. The operator of non-financial support informs on the course of realization of the tool on the website and (or) on social networks of the operator of non-financial support, and (or) by means of mass media (further – media).

11. The Kas_pke Bagyt tool provides the following types of service:

1) consultation;

2) industry (profile) training;

3) training in attraction of financing;

4) training in social entrepreneurship;

5) carrying out business overview.

Paragraph 1. Procedure for rendering services in the form of consultations

12. Consultation includes:

1) explanation of industry and regional programs of support of business for specifics of regions;

2) detection of requirements on other services of the Kas_pke Bagyt tool.

13. The procedure for granting of consultations is performed in the following procedure:

1) the uslugopoluchatel addresses to TsOP and is served according to the procedure of priority at the manager-consultant;

2) the manager-consultant provides to uslugopoluchatel the questionnaire request on rendering services for obligatory filling in form according to appendix 1 to these rules with obligatory photofixing;

3) the uslugopoluchatel fills in the questionnaire request and provides the following document types:

the identity certificate or its electronic copy from the "digital documents" service (for identification);

reference/notice of registration of the entrepreneur (in the presence);

notarized power of attorney (if necessary).

14. The sequence of receipt of services is determined following the results of filling of the questionnaire request and requirement of uslugopoluchatel.

15. In case of detection of requirement of the uslugopoluchatel who is not entering the list of services of the Kas_pke Bagyt tool, the manager-consultant redirects uslugopoluchatel on other tools of measures of non-financial support.

Paragraph 2. Procedure for rendering services in industry (profile) training

16. Industry (profile) training is provided for the purpose of increase in entrepreneurial potential of subjects of small and medium business (further – the subject of MSP) and (or) his representatives.

17. Industry (profile) training is performed for subjects of MSP and (or) their representatives in RPP and (or) based on the operating economy and (or) the company.

18. Uslugopoluchatelyami of industry (profile) training are entrepreneurs or their representatives.

19. Mechanism of realization of industry (profile) training:

1) the operator of non-financial support and (or) RPP inform entrepreneurs on the beginning of set on industry (profile) training through regional media and (or) the website of the operator of non-financial support;

2) the uslugopoluchatel addresses to TsOP and is served according to the procedure of priority at the manager-consultant;

3) the manager-consultant provides to uslugopoluchatel the questionnaire request on rendering services for obligatory filling in form according to appendix 1 to these rules with obligatory photofixing;

4) the uslugopoluchatel fills in the questionnaire request and provides the following document types:

the identity certificate or its electronic copy from the "digital documents" service (for identification);
