About inventory count and inspection of meliorative systems and separately located hydraulic engineering constructions
Based on the paragraph of the ninth of part one of article 8 of the Law of the Republic of Belarus of July 23, 2008 No. 423-Z "About land reclamation" and subitem 5.1 of Item 5 of the Regulations on the Ministry of Agriculture and Food of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of June 29, 2011 No. 867, the Ministry of Agriculture and Food of the Republic of Belarus DECIDES:
1. Approve:
The instruction about procedure for inspection of meliorative systems and separately located hydraulic engineering constructions (is attached).
2. Recognize to invalid:
the resolution of the Ministry of Agriculture and Food of the Republic of Belarus of July 31, 2009 No. 56 "About approval of the Instruction about procedure for carrying out inventory count of meliorative systems and separately located hydraulic engineering constructions";
the resolution of the Ministry of Agriculture and Food of the Republic of Belarus of August 3, 2009 No. 57 "About approval of the Regulations on procedure for inspection of meliorative systems and separately located hydraulic engineering constructions".
3. This resolution becomes effective after its official publication.

1. This Instruction determines procedure for carrying out inventory count of meliorative systems and separately located hydraulic engineering constructions (further, unless otherwise specified, – inventory count).
2. For the purposes of this Instruction the terms "inventory count of meliorative systems and separately located hydraulic engineering constructions", "meliorative system", "inspection of meliorative systems and separately located hydraulic engineering constructions", "separately located hydraulic engineering constructions" are used in the values specified respectively in paragraphs seven, the eleventh, fifteenth, eighteenth to part one of article 1 of the Law of the Republic of Belarus "About land reclamation".
3. Objects of inventory count are all drying, irrigating, drying and moistening and drying and irrigating meliorative systems, separately located hydraulic engineering constructions staying on the state registry of meliorative systems and separately located hydraulic engineering constructions.
4. Inventory count is carried out by the commissions on inventory count (further – the commissions) which structure is determined according to parts two and third article 25 of the Law of the Republic of Belarus "About land reclamation".
5. Results of inventory count are drawn up by the inventory report of meliorative systems and separately located hydraulic engineering constructions in form according to appendix 1. The sheet of technical condition of drying meliorative systems, the sheet of technical condition of irrigating meliorative systems, the sheet of technical condition of drying and moistening meliorative systems, the sheet of technical condition of drying and irrigating meliorative systems, the sheet of technical condition of separately located hydraulic engineering constructions (further – sheets of technical condition) constituted in forms according to appendices 2-6, with the list of the meliorative actions recommended for carrying out are attached to the inventory report. If necessary offers on further use of meliorative systems (their parts) and separately located hydraulic engineering constructions are attached to the inventory report.
6. When carrying out inventory count on cards and site plans separately located hydraulic engineering constructions, borders of meliorative systems and date of their input in operation are displayed.
7. Inventory count is carried out on cards and site plans in scale 1:10000.
8. In the technological relation inventory count includes the following stages:
8.1. preparatory work;
8.2. field inspection;
8.3. execution of the inventory report, sheets of technical condition, the list of the meliorative actions recommended for carrying out, if necessary – offers on further use of meliorative systems (their parts) and separately located hydraulic engineering constructions;
8.4. generalization of materials of inventory count on areas and on the republic.
9. Preparatory work when carrying out inventory count includes:
9.1. collection and studying of cards and site plans, materials of earlier carried out inventory counts, materials of inspection of meliorative systems and separately located hydraulic engineering constructions, other materials and documents necessary for carrying out inventory count;
9.2. collection and studying of projects of land reclamation, acceptance acts in operation of the meliorative systems and separately located hydraulic engineering constructions finished with construction;
9.3. studying of passports of meliorative systems, technical data sheets of hydraulic engineering constructions, sheets and registers of meliorative systems and separately located hydraulic engineering constructions, other materials on operation of meliorative systems and separately located hydraulic engineering constructions;
9.4. production of forms of sheets of technical condition, acquisition (production) of cards and site plans;
9.5. scheduling (graphics) of carrying out inventory count.
10. When carrying out field inspection:
10.1. actual state of meliorative systems and separately located hydraulic engineering constructions, technical condition of separate elements of meliorative systems, their degree of depreciation and capability is determined to provide necessary regulations of drainage (irrigation) of the reclaimed lands;
10.2. all open waterways (water intakes, the main and carrying-out channels, channels of the regulating and protective network), networks of the closed drainage, dikes, dams, protective plantings (forest belts), highways, bridges (automobile and pedestrian), locks regulators, pipes (moving, regulators), wells (regulators, absorbers, viewing, the observation), mouths, spillways, water outlets, spillways, water intakes, pumping points, conduits, reservoirs (ponds, water storage basins) and other constructions intended for regulation of water drain are researched;
10.3. borders of drainage (irrigation) of the reclaimed lands are specified;
10.4. the reasons of unsatisfactory condition of meliorative systems (their parts) and separately located hydraulic engineering constructions are established.
11. For assessment of technical condition of drying, irrigating, drying and moistening, drying and irrigating meliorative systems and separately located hydraulic engineering constructions are used:
data of passports of meliorative systems and technical data sheets of hydraulic engineering constructions;
acts of inspection of meliorative systems and separately located hydraulic engineering constructions;
other materials and documents necessary for assessment of technical condition of meliorative systems and separately located hydraulic engineering constructions.
12. For assessment of technical condition:
12.1. the drying and drying and moistening meliorative systems located on farmlands of agricultural purpose are considered:
actual state and use of the reclaimed farmlands of agricultural purpose;
kulturtekhnichesky condition of the reclaimed farmlands of agricultural purpose (zakustarennost, zakochkarennost, availability вымочек, микрозападин);
extent of regulation of the water mode;
12.2. the drying and drying and moistening meliorative systems located on lands of forest fund are considered:
efficiency of the held meliorative events for creating favorable conditions for reproduction of the woods;
extent of regulation of the water mode;
12.3. irrigating and drying and irrigating meliorative systems are considered:
availability and technical condition of pipelines with distribution and shutoff valves, the guaranteed water sources, pumping points, the irrigation equipment (dozhdevalny machines and devices);
the number of the made waterings and amount of the repumped water for the last five years.
13. Following the results of field inspection:
13.1. offers on maintenance of meliorative systems (their parts) and separately located hydraulic engineering constructions, and in the cases specified in part one of article 27 of the Law of the Republic of Belarus "About land reclamation", also offers on conclusion from operation of meliorative systems (their parts) and separately located hydraulic engineering constructions are made;
13.2. the areas of the reclaimed lands for carrying out the kulturtekhnichesky melioration including the layout of surface, razuplotneniye of soils, uzkozagonny plowing, furrowing, profiling, mole draining, deep plowing, deep bezotvalny loosening, shchelevaniye, removal of wood and shrubby vegetation, stones from fields, filling of lowerings, the device of water waste funnels, disclosure of lowerings with the structure of channels dehumidifiers, ponds-kopaney, channels, drainage systems, wells (regulators, absorbers, the observation, viewing), mouths of drainage systems, erasure of channels of the meliorative systems providing the urovenny (water) mode on sites of carrying out kulturtekhnichesky melioration are determined.
14. Results of field inspection of meliorative systems and separately located hydraulic engineering constructions, including the specified borders of meliorative systems by users, and also the prepared offers on increase in their technological level (ensuring working capacity) are displayed on the cards and site plans used for inventory count and in the field magazines intended for records of results of visual inspection on the area.
15. Based on initial materials (projects of land reclamation, passports of meliorative systems, technical data sheets of hydraulic engineering constructions) and results of field inspection are drawn up:
inventory report;
sheets of technical condition;
the list of the meliorative actions recommended for carrying out;
if necessary – offers on further use of meliorative systems (their parts) and separately located hydraulic engineering constructions.
16. The inventory reports and the materials attached to them generalized on areas and the republic are represented to the Ministry of Agriculture and Food.
