1. Approve Rules on rendering the state service "Assignment/abolition of the Address of Real Estate Object", according to appendix to this order.

2. Declare invalid:

1) the order of the Acting Minister of the industry and infrastructure development of the Republic of Kazakhstan of March 30, 2020 No. 168 "About approval of Rules on rendering the state service "Issue of the Reference by Determination of the Address of Real Estate Objects in the territory of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts for No. 20291);

2) Item 3 of the List of some orders of the Minister of national economy of the Republic of Kazakhstan and the Ministry of the industry and infrastructure development of the Republic of Kazakhstan to which changes are made the Minister of Industry approved by the order and construction of the Republic of Kazakhstan of March 26, 2024 No. 109 "About introduction of amendments to some orders of the Minister of national economy of the Republic of Kazakhstan and the Ministry of the industry and infrastructure development of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts for No. 34194).

3. To provide to committee on cases of construction and housing and communal services of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

4. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

5. This order becomes effective after sixty calendar days after day of its first official publication.

Rules of rendering the state service "Assignment/abolition of the Address of Real Estate Object"

Chapter 1. General provisions

1. These rules of rendering the state service "Assignment / Abolition of the Address of Real Estate Objects" (further – Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further – the Law) and determine procedure for rendering the state service "Assignment/abolition of the Address of Real Estate Object".

2. In these rules the following concepts are used:

1) real estate (further – real estate objects) – the parcels of land, buildings, constructions and other property firmly connected with the earth that is objects which movement without disproportionate damage to their appointment is impossible;

2) the address – the description of location of real estate object (the region, the settlement, settlement components, primary real estate object, secondary real estate object (in the presence);

3) the information system "Address Register" (further – IS "Address Register") – the hardware and software intended for creation, accumulating, processing of data on addresses and unification of the address field of the Republic of Kazakhstan;

4) registration code of the address (further – RKA) – the unique code of the address of real estate object generated by IS "Address Register".

Chapter 2. Procedure for receipt of the state service

The state service "Assignment/abolition of the Address of Real Estate Objects" (further – the state service) appears local executive bodies of the cities of Astana, Almaty and Shymkent, areas and cities of regional value (further – the service provider) to physical persons and legal entities (further – uslugopoluchatel).

Within the state service assignment / abolition of permanent addresses of real estate objects is performed.

4. The main requirements to rendering the state service including characteristics of process, form, content and result of rendering and also other data taking into account features of provision of the state service are stated in the List of the main requirements to rendering the state service according to appendix 1 to these rules (further – the List).

5. Uslugopoluchatel for receipt of the state service sends to the Service provider through the web portal of "the electronic government" www.egov.kz (further – the portal) the statement in form according to appendix 2 to these rules.

6. The service provider performs registration of a statement in day of their receipt. In case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of an application and issue of result of rendering the state service is performed the next working afternoon.

7. When giving the uslugopoluchatel of the statement in "private office" displays the status about acceptance of request for rendering the state service with indication of the date of receipt of result of the state service.

8. Data on identity documents, on state registration (re-registration) of the legal entity, documents of title on real estate (the certificate of the registered rights (encumbrances) to real estate and its technical characteristics, agreements, decisions of local executive bodies, the judgments, the right to inheritance and so forth), the decision on carrying out complex of works on post-utilization of objects (demolition of buildings and constructions), the service provider receives from the corresponding state information systems through lock of "the electronic government".
