About fundamentals of town planning

This Law determines the legal, economic, social and organizational beginnings of town-planning activities in Ukraine and is directed to forming of the full-fledged habitat, ensuring at the same time protection of the surrounding environment, rational environmental management and preserving cultural heritage.

Section 1. General provisions

Article 1. Town planning

The town planning (town-planning activities) is the purposeful activities of state bodies, local government bodies, companies, organizations, organizations, citizens, associations of citizens for creation and maintenance of the full-fledged habitat including forecasting of development of settlements and the territories, planning, building and other use of the territories, designing, construction of facilities of town planning, construction of other objects, reconstruction of historical settlements with preserving traditional nature of the circle, restoration and rehabilitation of objects of cultural heritage, creation of engineering and transport infrastructure.

Article 2. Main directions of town-planning activities

The main directions of town-planning activities are:

planning, building and other use of the territories;

development and implementation of town-planning documentation and investing programs of development of settlements and territories;

determination of the territories, the choice, withdrawal (redemption) and provision of lands for town-planning needs;

implementation of architectural activities;

placement of construction of construction engineering, production and other facilities, forming of town-planning ensembles and landscape complexes, rest areas and improvement of the population;

creation of social, engineering and transport infrastructures of the territories and settlements;

creation and maintaining town-planning inventories of settlements;

protection vital and the environment from harmful effects of technogenic and social factors, natural hazards;

preserving monuments of cultural heritage;
