1. The size of the penalty imposed by self-regulatory organization in the sphere of the financial market uniting operators on acceptance of payments (further - self-regulatory organization), for violation by the operator on acceptance of payments who is the member of self-regulatory organization (further - the operator on acceptance of payments), provided by part 1 of article 4 of the Federal Law of June 3, 2009 No. 103-FZ "About the activities for acceptance of payments of physical persons performed by payment agents" (further - the Federal Law No. 103-FZ) requirements about the implementation of settlings with the supplier for the payments accepted in its advantage according to the procedure provided by the agreement on implementation of activities for acceptance of payments of physical persons, and (or) requirements of part 6.1 of article 4 of the Federal Law No. 103-FZ and established by the internal standard of self-regulatory organization, shall constitute from hundred thousand to five hundred thousand rubles.

2. The size of the penalty imposed by self-regulatory organization for violation by the operator, repeated within one year, on acceptance of payments of the requirements about the implementation of settlings with the supplier for the payments accepted in its advantage according to the procedure provided by the agreement on implementation of activities for acceptance of payments of physical persons, and (or) requirements of part 6.1 of article 4 of the Federal Law No. 103-FZ provided by part 1 of article 4 of the Federal Law No. 103-FZ and established by the internal standard of self-regulatory organization shall constitute from five hundred thousand to one million rubles.

3. The measures established by the internal standard of self-regulatory organization for violation by the operator on acceptance of payments of requirements of the Federal Law No. 103-FZ and the regulations of the Bank of Russia adopted according to it are not applied by self-regulatory organization in the presence at it information on the measures which are earlier applied by the Bank of Russia according to part 1.3 of article 7 of the Federal Law No. 103-FZ to the operator on acceptance of payments for the same violation of requirements of the Federal Law No. 103-FZ and the regulations of the Bank of Russia adopted according to it.

4. The self-regulatory organization shall apply uniformly the measures established by the internal standard of self-regulatory organization for violations by operators on acceptance of payments of the same requirements of the Federal Law No. 103-FZ and the regulations of the Bank of Russia adopted according to it.

5. This Instruction is subject to official publication and according to the solution of the Board of directors of the Bank of Russia (the minutes of the Board of directors of the Bank of Russia of June 21, 2024 No. PSD-17) become effective since October 1, 2024, except for Item 3 presents of the Instruction.

The Item 3 presents of the Instruction becomes effective since October 1, 2025.
