1. Approve enclosed:

2. To the Ministry of Economic Development of the Russian Federation:

a) till December 21, 2023 to distribute 90 percent of amounts of the tariff quotas concerning the beef quoted and the parts of the carcasses of poultry established for Costa Rica and other countries, provided by the distribution approved by this resolution, the Rules calculated according to Item 2 approved by this resolution, between the participants of foreign trade activity performing import to the Russian Federation of meat of cattle, fresh or cooled (code of 0201 CN FEA EEU), meat of cattle refrigerated (code of 0202 CN FEA EEU) (further - beef), or meat and food offal of the poultry specified in goods item 0105, fresh, cooled or refrigerated (code of 0207 CN FEA EEU) (further - bird) from November 1, 2022 to October 31, 2023 (inclusive) according to customs procedure of release for internal consumption, in proportion to amounts of beef and bird, imported from November 1, 2020 to October 31, 2023 (inclusive) according to customs procedure of release for internal consumption, except for the beef and bird occurring and imported from the State Parties of the Commonwealth of Independent States, and also the beef classified according to codes 0201 10 000 2, 0201 10 000 3, 0201 20 200 2, 0201 20 200 3, 0201 20 300 2, 0201 20 300 3, 0201 20 500 2, 0201 20 500 3, 0201 20 900 2, 0201 20 900 3, 0201 30 000 5, 0201 30 000 6, 0202 10 000 2, 0202 10 000 3, 0202 20 100 2, 0202 20 100 3, 0202 20 300 2, 0202 20 300 3, 0202 20 500 2, 0202 20 500 3, 0202 20 900 2, 0202 20 900 3, 0202 30 100 5, 0202 30 100 6, 0202 30 500 5, 0202 30 500 6, 0202 30 900 5, 0202 30 900 6 CN FEA EEU;

b) post on the official site of the Ministry of Economic Development of the Russian Federation on the Internet and provide to the Ministry of Industry and Trade of the Russian Federation data on the amounts of the tariff quotas distributed according to the subitem "an" of this Item between participants of foreign trade activity concerning the beef quoted and parts of carcasses of poultry.

3. To the Ministry of Economic Development of the Russian Federation together with the Ministry of Agriculture of the Russian Federation to perform monitoring of the domestic market of beef and bird by results of which till June 1, 2024 to provide to the Government of the Russian Federation in accordance with the established procedure the offer on procedure for distribution between participants of foreign trade activity of 10 percent of amounts of the tariff quotas concerning the beef quoted and parts of the carcasses of poultry established for Costa Rica and other countries provided by the distribution approved by this resolution.

4. Determine that the amounts of the tariff quotas established for the United States of America and the European Union, provided by the distribution approved by this resolution between participants of foreign trade activity are not distributed taking into account provisions of the order of the Government of the Russian Federation of August 7, 2014 No. 778 "About measures for implementation of presidential decrees of the Russian Federation of August 6, 2014 No. 560, of June 24, 2015 No. 320, of June 29, 2016 No. 305, of June 30, 2017 No. 293, of July 12, 2018 No. 420, of June 24, 2019 No. 293, of November 21, 2020 No. 730, of September 20, 2021 No. 534, of October 11, 2022 No. 725 and of September 18, 2023 No. 693".

5. To the Ministry of Industry and Trade of the Russian Federation to perform from December 25, 2023 to December 31, 2024 (inclusive) issue to participants of foreign trade activity of import licenses of the beef quoted and parts of carcasses of poultry within amounts of the tariff quotas distributed according to Item 2 of this resolution.

6. The decision on issue of licenses, stipulated in Item 5 these resolutions, or on refusal in their issue is accepted by the Ministry of Industry and Trade of the Russian Federation within 5 working days from the date of giving in accordance with the established procedure by the participant of foreign trade activity of the corresponding statement.

Effective period of the specified licenses is established from the date of their issue (but not earlier than January 1, 2024) till December 31, 2024 (inclusive).

7. Represent to the Federal Customs Service:

a) in the Ministry of Economic Development of the Russian Federation in 2-day time from the date of entry into force of this resolution - the list of the participants of foreign trade activity importing into the Russian Federation beef or bird from November 1, 2022 to October 31, 2023 (inclusive) and from November 1, 2020 to October 31, 2023 (inclusive) according to customs procedure of release for internal consumption, except for the beef or bird occurring and imported from the State Parties of the Commonwealth of Independent States with indication of amount of import by them of beef or bird (in kilograms);

b) in the Ministry of Economic Development of the Russian Federation and the Ministry of Agriculture of the Russian Federation not later than in 39 calendar days after the termination of each month under report (starting with the report for January, 2024) - data on the amounts of beef or bird imported into the Russian Federation in month under report and the accruing result since the beginning of year;
