About acceleration of measures for reforming of the hydroenergy sphere

For the purpose of stable providing with energy resources the population and industries of economy, reducing consumption of natural gas in case of production of electrical energy, and also effective use of capacity of the hydroenergy sphere:

1. Agree with offers of the Department of Energy, the Ministry of investments, the industry and trade and JSC Uzbekgidroenergo (further - Society) about bringing until the end of total 2028 of capacity of hydroelectric power stations to 5508 MW, including construction of total pumped storage power plants capacity of 1600 MW.

2. Approve the Program of measures for further development of the hydroenergy sphere for 2024 - 2028 (further - the Program) providing:

The list of the investment projects of construction of total hydroelectric power stations realized by JSC Uzbekgidroenergo capacity of 1018 MW according to appendix No. 1 *;

"Road map" on projects implementation of construction of total hydroelectric power stations capacity of 449 MW with attraction of foreign secured loans of the Republic of Uzbekistan in 2024 according to appendix No. 1a *;

The list of summary investment projects capacity of 2275 MW implemented with participation of private investors in the hydroenergy sphere according to appendix No. 2*.

3. Form the Republican commission on development of the hydroenergy sphere (further - the Republican commission) in structure according to appendix No. 3*.

(A. Aripov) to provide to the republican commission:

timely development of the raised funds of the international financial institutions and other organizations, and also attraction of direct investments for implementation of the investment projects determined by the Program;

timely development of the preproject documentation, and also commissioning of the investment projects provided by the Program, at the scheduled time;

localization of equipment manufacturing and the spare parts necessary for construction and operation of hydroelectric power stations, and also implementation of their step-by-step production by industrial cooperation;

development and realization of specific measures for implementation of the international construction standards and the advanced foreign technologies at each stage of projects implementation of construction new and upgrades of the operating hydroelectric power stations;

hearing at least two times in year of reports on the work on providing timely and complete program implementation which is carried out by the responsible ministries and departments, including about the Republic of Karakalpakstan which is carried out by Council of Ministers, khokimiyats of areas and the city of Tashkent of activities for involvement of business owners to construction of hydroelectric power stations and to rendering assistance to them;

capture on strict control timely and complete realization of the measures determined by the Program, and also implementation of coordination of activities of the ministries and departments of the solution of the arising problems.

Grant to the Republican commission the right to introduction in need of changes and amendments into the Program with preserving its general parameters and indicators.

4. For the purpose of acceleration of construction and commissioning of micro and small hydroelectric power stations with participation of private sector in makhallyakh:

a) in week time to create working groups under the leadership of the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent (further - working groups);

b) to working groups:

in week time to create the list of the project squares on which there is opportunity to construct micro and small hydroelectric power stations;

implement measures for broad involvement of domestic entrepreneurs in construction of micro and small hydroelectric power stations;

together with JSC Organization of Electronic Online Auctions for the purpose of determination of initiators according to construction projects of micro and small hydroelectric power stations by means of biddings to provide drawing of projects to biddings according to the Presidential decree of the Republic of Uzbekistan of September 9, 2022 to No. UP-220;

following the results of every quarter to introduce reports on results of the carried-out work in the Republican commission.

5. Determine that:

a) within the perspective investment projects provided by the Program, in coordination with the Republican commission it is allowed:

develop the project documentation based on offers of the foreign project and consulting organizations on the basis of the international construction standards, receive the decisions of bodies of examination and apply them in construction;

to determine foreign investors (private partners) by selection of the best offers by the projects realized together with foreign investors and to sign agreements with them;

sign agreements with the consultants having experiment on the projects realized together with foreign investors according to results of selection of the best offers;

b) within the investment projects realized by Society and provided by the Program:

provisions of Item 13 of the resolution of the President of the Republic of Uzbekistan of March 30, 2023 No. PP-104 "About measures for further reforming of the hydroenergy sphere" are applied;

on expenses on all types of compensation payments, change of valuable types of trees and bushes (planting of trees and bushes, care of them), and also on all other expenses determined by acts of the legislation if these expenses are not provided approved by the preproject and project documentation, modification of the preproject and project documentation, the specified expenses providing acceptance in attention, are not required.

At the same time the above-stated expenses are covered and in subsequent are considered when calculating cost of objects.

6. To Department of Energy together with the Ministry of Economics and finance, and also Society in two-month time:

study experience of construction of micro and small hydroelectric power stations of the foreign states, in particular Turkey and China, and also to make the offer on attraction to this sphere of private investors and their encouragement;

submit for approval in the Cabinet of Ministers Target indicators of increase in operating efficiency, reduction of product cost and expense reduction of Society for 2025 - 2030.

7. The interdepartmental tariff commission under the Cabinet of Ministers (D. Kuchkarov):

review rates of the electricity trading developed on hydroelectric power stations as a part of Society for ensuring implementation of the investment projects provided by the Program till 2028.

8. To the Ministry of Economics and finance, to the Ministry of investments, industry and trade, and also the Department of Energy to provide inclusion in the List of the investment projects realized due to the state borrowings for 2025 and provision in accordance with the established procedure to the state guarantee on behalf of the Republic of Uzbekistan according to the investment projects specified in appendix No. 1a * to this resolution.
