About measures for expansion of the territory of the free economic zone Kokand

For the purpose of expansion of the territory of the free economic zone Kokand, creation in the Fergana region of capacities on production of import-substituting and export-oriented products according to the Law of the Republic of Uzbekistan "About special economic zones" and the Presidential decree of the Republic of Uzbekistan of January 12, 2017 No. UP-4931 "About creation of free economic zones "Urgut", Gizhduvan, Kokand and Hazarasp:

1. Agree with offers of khokimiyat of the Fergana region, the Ministry of investments, the industry and trade, Government commission on consideration of questions of change of categories of land fund of lands of agricultural purpose and lands of forest fund about:

transfer of 210,4 of hectare of lands, from them 143,3 of hectare of the irrigated parcels of land included in structure of lands of inventory of khokimiyat of the city of Kuvasaya of the Fergana region from category of lands of agricultural purpose in category of lands of the industry, transport, communication, defense and other appointment according to appendix No. 1;

expansion of the territory of the free economic zone Kokand (further - SEZ "Kokand") at the expense of the parcels of land specified in appendix No. 1 to this resolution.

2. Approve the description of borders of the expanded territory of the free economic zone Kokand according to appendix No. 2.

3. To khokimiyat of the Fergana region:

a) together with the Ministry of Construction and Housing and Communal Services, the Ministry of investments, the industry and trade to provide development and approval of the master plan of the expanded territory of SEZ "Kokand" in a month, at the same time:

"Directorate of the free economic zone Kokand to determine the unitary enterprise the organization customer in case of development of the master plan;

to determine the project organization for project development of the master plan by results of the tender (competitive) biddings;

to perform the expenses connected with development of the master plan at the expense of means of the local budget of the Fergana region, fund of development of infrastructure of entrepreneurship under khokimiyat of the Fergana region, and also at the expense of other sources which are not prohibited by the legislation;

b) in three-year time to take measures for development of new lands and their transfer in category of the irrigated lands in equal shares annually instead of the irrigated parcels of land of agricultural purpose allocated for SEZ "Kokand" according to appendix No. 3;

c) together with the Ministry of investments, industry and trade to provide until the end of 2026 in the expanded territory of SEZ "Kokand" development of investments in the amount of at least 1 billion US dollars, creation over 11,7 of thousand new workplaces, start of capacities on production of additional products on the amount of 965 million dollars a year, from them in the direction for export of products - on 313, to 6 million dollars.

4. Determine that in the expanded territory of SEZ "Kokand":

for implementation of investment projects the parcels of land are allocated step by step by means of electronic online biddings according to the Presidential decree of the Republic of Uzbekistan of December 21, 2018 to No. UP-5600 "About Measures for Further Enhancement of System of Coordination and Management of Activities of Free Economic Zones", and also according to the procedure, stipulated in Item 3 Presidential decrees of the Republic of Uzbekistan of June 8, 2021 No. UP-6243 "About Measures for Ensuring Equality and Transparency in Land Relations, Reliable Protection of Land Rights and Their Transformation into Market Asset";

works on construction of facilities of infrastructure are financed according to the resolution of the President of the Republic of Uzbekistan of December 18, 2020 No. PP-4929 "About measures for further development of engineering and communication infrastructure in regions";

function of the customer of works on construction and repair of infrastructure facilities is performed by the organizations determined in the resolution of the President of the Republic of Uzbekistan of April 30, 2021 No. PP-5101 "About measures for further development of engineering and communication infrastructure of special economic and small industrial zones";

compensation payments on compensation of losses of agricultural production on the lands allocated for use in the nonagricultural purposes according to the procedure of exception are not levied.

5. To the ministry of investments, industry and trade together with the Ministry of Economics and finance, the Ministry of digital technologies, Committee on highways, JSC Regionalnye elektricheskiye seti, JSC Hududgaztajminot, JSC Uzsuvtajminot and khokimiyat of the Fergana region based on the approved master plan of the expanded territory of SEZ "Kokand":

in three-months time to approve the list of the objects which are subject to providing with engineering and communication and road infrastructure in 2024-2025 (further - objects);

till November 1, 2024 to complete works on development and approval in accordance with the established procedure of the project documentation of objects.

6. And finance after approval of the list of objects to provide to the Ministry of Economics allocation of necessary means for development of their project documentation in a month.

7. To provide to the ministry of ecology, environmental protection and climate change conducting the state environmental assessment of the master plan of the expanded territory of SEZ "Kokand" in accordance with the established procedure, and also to establish the state control of strict observance of the legislation in the field of conservation.

8. To the agency according to the inventory:

together with the Ministry of Agriculture and khokimiyat of the Fergana region proceeding from allocation of the parcels of land based on this resolution on the new purposes, and also inclusions of new lands in category of the irrigated lands to make corresponding changes to the National status report of land resources;

provide establishment of strict state control of target use of the parcels of land.

9. Assign to the minister of investments, the industry and trade L. Sh. Kudratov and hokim of the H.H Fergana area. Bozarova the personal responsibility for the effective organization of execution of this resolution.
