About measures for realization of economic capacity of regions and effective use of the empty parcels of land

For the purpose of acceleration of processes of economic development and urbanization of regions, including widespread introduction of practice of development of master implementation plans of the drayverny directions of areas and the cities, and also the organization of types of high-return activity and implementation of infrastructure projects according to master plans on the empty parcels of land:

1. Take into consideration that the Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas with assistance of commercial banks prepare the drafts of master plans providing placement of modern complexes of rendering services and service objects including means of placement, apartment houses and shopping centers in areas and the cities according to appendix No. 1 * for this resolution.

At the same time to Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas:

till August 1, 2024 to provide approval of master plans in coordination with territorial architectural town-planning councils;

since August 1, 2024 until the end of the current year together with the Ministry of Construction and Housing and Communal Services and the Agency according to the inventory to take measures for exposure to biddings of the parcels of land in the territories of master plans for creation of modern complexes of rendering services and service objects, including means of placement, apartment houses and shopping centers in areas and the cities, according to master plans;

together with the Ministry of Agriculture to bring in need of the offer on change of category of the parcels of land in the territories of master plans in Government commission for consideration of questions of change of categories of land fund of lands of agricultural purpose and forest fund.

2. Approve:

The list of areas and cities of areas on which the master plans directed to acceleration of processes of urbanization, development of the cities and the district centers, creation of the territory of agglomerations according to appendix No. 2 * are developed;

The list of areas and cities on which the master plans directed to creation of the tourist centers with all conveniences to the population and tourists according to appendix No. 3 * are developed;

The list of areas on which together with the German society on international cooperation (GIZ) the master plans aimed at the complex economic development according to appendix No. 4* are developed.

Ortikov) till the end of the current year to take measures for ensuring development of master plans for creation of modern infrastructure, placement of shopping and service facilities along motor-roads of the international value, and also exposure of the parcels of land to biddings taking into account requirements of this resolution.

3. Determine the main directions of the master plans developed on areas and the cities:

acceleration of processes of urbanization in the cities and the district centers, including construction of multi-storey housing estates and individual housing, proceeding from requirements of the population;

improvement of coast of the waterways proceeding through densely populated urban areas, construction of pedestrian and bicycle lanes, and also creation around them the exit trade and service points consisting of light-weight constructions;

creating favorable conditions for the population, tourists and subjects of entrepreneurship in regions, including increase in the "green" territories, construction of modern objects of services and service, the centers of rest and entertainments, malls, and also the organization of high-profit workplaces;

effective use of the empty parcels of land, including development of economically highly profitable types of activity on the parcels of land taking into account the drayverny directions of regions, and also realization of the empty parcels of land to subjects of entrepreneurship by means of electronic online auctions with separation into ready lots;

evaluating need of regions for infrastructure, including determination of parameters of the objects of external engineering and communication infrastructure necessary for the investment projects realized on the empty parcels of land;

development of master plans, including selection and forming of investment and infrastructure projects on the basis of offers of the population and subjects of entrepreneurship.

4. To institute of macroeconomic and regional researches under the Cabinet of Ministers (U. Abidkhadzhayev) together with the Ministry of Construction and Housing and Communal Services (B. Zakirov) to develop and approve method of calculation of average price values taking into account the minimum requirements imposed to master plans in a month.

SUE Center of Complex Examination of Projects and Import Contracts under the Ministry of Economics and finance to carry out in accordance with the established procedure expertize of average price values on development of master plans.

5. For the purpose of development of master plans for the areas and the cities specified in appendix No. 2 * to this resolution:

a) To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas based on orders of engineering companies "Service of the Single Customer":

in week time together with territorial subdivisions of the Ministry of Construction and Housing and Communal Services, the Tax Committee and the Agency according to the inventory proceeding from the main directions given in Item 3 of this resolution to select and approve the list of the territories which at least 60 percent of the area are engaged with the empty parcels of land (except for the renovation territories), for the subsequent realization in the entrepreneurial and town-planning purposes by means of the K-SAVDO and E-AUKSION systems;

in two weeks on the basis of the minimum requirements shown to development of master plans to develop also in coordination with territorial subdivisions of the Ministry of Economics and finance, and also the Ministries of Construction and Housing and Communal Services to approve the preliminary specifications (further - the preliminary specifications);

in a month on the basis of the preliminary specifications, the minimum requirements imposed to the organizations and the companies in accordance with the established procedure to select and sign agreements with the organizations (further - developers) for development of master plans;

till November 1, 2024 to provide approval of master plans in coordination with territorial subdivisions of the Ministry of Economics and finance, and also the Ministries of Construction and Housing and Communal Services.
