About measures for enhancement of system of public administration in the field of preschool and school education

For the purpose of the organization of complete system of public administration in preschool and school education, effective solution of urgent problems in this sphere, further development of activities of the state and non-state preschool educational organizations, and also ensuring achievement of the target indicators determined in the direction of preschool education:

1. Agree with the offer of the Ministry of preschool and school education on the termination of activities of the Agency of preschool education (further - the Agency) and transfer of the organizations entering organizational structure of the Agency to maintaining the ministry according to appendix No. 1.

2. Assign accomplishment of the following additional functions to the Ministry of preschool and school education:

creation of conditions for all-round intellectual, moral, esthetic and physical development of children of preschool age taking into account the best foreign practices;

implementation in process of preschool education and education of modern innovative pedagogical technologies, effective forms and methods of education and education;

enhancement of curricula, programs and educational and methodical complexes of preschool education, ensuring their interrelation with programs of general secondary education;

providing step-by-step scope of all children with preschool education due to creation of healthy competitive environment among the state and non-state preschool educational organizations;

expansion of network of the non-state preschool educational organizations and preschool educational organizations on the basis of public-private partnership, allocation of subsidies and compensations by it according to acts of the legislation, establishment of efficient control of effective and target use of the provided state support;

providing balanced, healthy and healthy nutrition of pupils of the preschool educational organizations on the basis of the established regulations;

improvement of quality of preschool educational services by application in the field of modern information technologies, digitalization of management processes and reducing document flow.

3. For the purpose of consecutive continuation of the reforms performed in system of preschool education to distribute 66 established posts optimized as a result of the termination of activities of the Agency as follows:

39 established posts - to tell to central office of the Ministry of preschool and school education;

14 established posts - to tell to the Ministry of preschool and school education of the Republic of Karakalpakstan, managements of preschool and school education of areas and the city of Tashkent;

13 established posts - to tell to departments of methodical servicing of the centers of pedagogical skill of the Republic of Karakalpakstan and areas.

4. Determine that the Ministry of preschool and school education is legal successor of the Agency by its rights, obligations and agreements, including international treaties.

5. Transfer buildings and constructions of the Agency, at the address: the city of Tashkent, Mirabadsky district, Prospekt Amir Temur, the house 17, to the National agency of social protection on the basis of the right of operational management.

6. Make changes and addition to some acts of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 2.

7. To the ministry of preschool and school education together with other interested ministries and departments in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree.

8. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
