About measures for further support of the sphere of poultry farming, implementation of modern genetic technologies and system of cooperation

1. Take into consideration that in the resolution of the President of the Republic of Uzbekistan of September 4, 2023 No. PP-292 "About measures for realization of the tasks determined in open dialogue of 2023 of the President of the Republic of Uzbekistan with entrepreneurs" are determined negotiation with the leading genetic companies for the purpose of creation of genetics of bird.

2. Approve offers of Committee of veterinary science and development of livestock production, Parrandasanoat Association and JSB Mikrocreditbank on project implementation "Agroparranda cluster" on the basis of foreign experience and systems of cooperation with poor poultry breedings in the following procedure:

a) creation of the breeding company of parent herd of loud-speaker of the I procedure for birds of the meat direction with capacity of 100 thousand heads in Zaaminsky, Bakhmalsky, Bulungursky and Gallyaaralsky districts;

b) in Akhangaransky and Parkentsky districts of the Tashkent region:

construction of the breeding company of loud-speaker of the II procedure for birds of the meat direction, and also the organization of cultivation of 135 million heads of chickens of final hybrid in year;

start of large complexes on production of 700 thousand tons of compound feed, on deep conversion of 100 thousand tons of fowl, and also modern dressing plant.

5. Determine that the Agroparranda Cluster project is financed by the following sources:

40 million US dollars - means of the international financial institutions attracted to development of the sphere of livestock production;

35 million US dollars - the funds allocated to Mikrocreditbank joint-stock commercial bank for financing of poultry-farming projects in the II stage from Fund of reconstruction and development according to the resolution of the President of the Republic of Uzbekistan of June 14, 2021 No. PP-5146 "About the additional measures aimed at the development of poultry farming and strengthening of food supply of industry";

25 million US dollars - means of the initiator of the project.

6. To fund of reconstruction and development in a month:

extend in addition for 3 years the term of return of the funds in the amount of 35 million US dollars allocated by ATB "Mikrocreditbank" at the I stage;

provide allocation to Mikrocreditbank joint-stock commercial bank of means in the amount of 35 million US dollars determined to allocation in the II stage for the direction on financing of projects in the field of poultry farming.

At the same time to determine that the returned means on the credits allocated within these means completely go for crediting of the sphere of poultry farming.

7. Take into consideration that according to the Tax code of the Republic of Uzbekistan, agricultural enterprises, including producers of poultry-farming products, are tax-exempt on profit and the property tax.

Approve offers of the Ministry of Economics and finance, the Ministry of Agriculture and the Tax Committee about:

release till January 1, 2030 of the subjects of entrepreneurship making poultry-farming products from the land tax from legal entities (except for acreage);

to cancellation since July 1, 2024 of all existing fowl export restrictions (the Commodity Nomenclature of Foreign Economic Activity code 0207);

to cancellation since October 1, 2024 of the provided privilege on the customs duty established when importing to the territory of Uzbekistan of the fresh, cooled or refrigerated meat and edible by-products of poultry (carcass meat, wings, back, neck, ham, shin, hip, forcemeat and skin).

To the Ministry of Economics and finance in three-months time proceeding from this Item to introduce to the Cabinet of Ministers the bill on modification and amendments in the Tax code of the Republic of Uzbekistan.

8. Approve structure and tasks of the Working group on further support of the sphere of poultry farming, to implementation of modern genetic technologies and cluster system, and also increase in production of breeding material according to appendices No. No. 1 * and 1a*.

9. Agree with offers of JSB Mikrocreditbank about:

a) attraction at the expense of own means of one of the consulting companies of Big Four on the basis of the tender for project development of the Strategy of development for the sphere of poultry farming for 2025 - 2027, including actions for digitalization of the sphere;

b) covering of expenses on strengthening of material and technical resources, the salary and material stimulation of employees of Parrandasanoat Association in 2024 - 2026, and also to content of association.

At the same time to determine that funds at the rate to 10 billion sum in 2024 and annually to 7 billion sum in 2025-2026 are allocated for these purposes.

10. Approve:

Forecast indicators of production volume of eggs and fowl for 2024 according to appendix No. 2 *;

Capacities of creation of the large industrial poultry-farming enterprises of the meat direction in 2024-2025 in the Republic of Karakalpakstan, the Kashkadarya, Surkhandarya and Khorezm regions according to appendix No. 3 *;

The priority directions of development of the sphere of poultry farming in the long term according to appendix No. 4 *;

"Road map" on development of the sphere of poultry farming and implementation of genetic technologies according to appendix No. 5*.

11. Approve offers of Parrandasanoat Association and JSB Mikrocreditbank about:

realization in the republic of the projects "ready business" (further - the projects "ready business") in the field of poultry farming including specializing in production of poultry-farming products on system of cooperation;
