Based on paragraphs of the thirteenth and seventeenth of article 10 of the Law of the Republic of Belarus of January 5, 2008 "About traffic" the Council of Ministers of the Republic of Belarus DECIDES: No. 313-Z

1. Approve Regulations on the automated information system "State Automobile Inspection of the Ministry of Internal Affairs" it (is applied).

2. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. in Item 5 of the column "Name of the State Information Resource" of appendix 2 to the resolution of Council of Ministers of the Republic of Belarus of March 20, 2020 "About implementation of the Presidential decree of the Republic of Belarus of December 16, 2019 No. 460" words "to the GAI center system shall be replaced with words No. 159 "to the "State Automobile Inspection of the Ministry of Internal Affairs" system;

2.2. in Regulations on the procedure for issue and exchange of the car driver license for the right of control of the moped, the motorcycle, the car, structure of vehicles, tram, trolleybus, and also issues of the international car driver license approved by the resolution of Council of Ministers of the Republic of Belarus of April 4, 2011 No. 441:

in Item 3:

"3. Issue of the car driver license is performed by authorized body in which zone of servicing is:";

to exclude from part four of the word "take examination and";

state item 4 in the following edition:

"4. The car driver license issued by competent authority of foreign state (further – the foreign car driver license) which form does not correspond the established Convention on traffic of November 8, 1968, for the purpose of implementation of ministerial procedures is accepted in the presence of legalization (putting down of apostille) of its copy if other is not provided by international treaties of the Republic of Belarus. In case of creation of such confirmation in foreign language it shall be followed by transfer on Belarusian or Russian, at the same time fidelity of transfer or authenticity of the signature of the translator shall be attested notarially if other is not stipulated by the legislation about ministerial procedures.";

to state paragraph two of Item 6 in the following edition:

"to person who had training (retraining) of transport drivers (except for wheel tractors) (further – preparation), or without passing of preparation in the cases provided by this Provision (Item 15.1 of the list);";

in Item 7:

the paragraph one to state in the following edition:

"7. Filing of application on implementation of the ministerial procedure provided in Item 15.1 of the list is preceded by passing of qualification examination by the applicant (further – examination):";

In case of the address of the applicant for receipt of the car driver license based on the car driver license issued in the territory of state members of the Eurasian Economic Union, the authorized body within five working days sends to competent authority inquiry for confirmation of issue of such car driver license. About sending an inquiry the corresponding mark in the automated information system "State Automobile Inspection of the Ministry of Internal Affairs" becomes (further – AIS GAI).

The specified inquiry is not sent in case of receipt of confirmatory information by means of access (in case of its availability) to information resources of competent authority of state member of the Eurasian Economic Union.

In case of obtaining to request of the answer in which there is no confirmation about issue of the provided foreign car driver license such car driver license goes for conducting the corresponding check to law-enforcement body in the territory of which servicing there is authorized body.";
