About establishment and features of distribution of the tariff quotas to export out of limits of the territory of the Russian Federation of separate types of goods to the states which are not members of the Eurasian Economic Union

1. 2. Establish for the term of 1 September till December 31, 2024 (inclusive) the tariff quotas on the cast iron export (codes 7201 10 110 0, 7201 10 190 0, 7201 10 300 0, 7201 10 900 0 CN FEA EEU) made in the territories of the Donetsk People's Republic and the Luhansk People's Republic, and the rod iron (codes 7213 91 100 0, 7213 91 410 0, 7213 91 490 0, 7213 91 700 0, 7213 91 900 0, 7213 99 100 0 CN FEA EEU) made in the territory of the Donetsk People's Republic, placed under customs procedure of export in amounts according to appendix No. 2.

3. Item 3 (1) orders of the Government of the Russian Federation of September 21, 2023 No. 1538 "About rates of export customs duties on the goods exported from the Russian Federation out of limits of customs area of the Eurasian Economic Union and about modification of rates of the export customs duties on the goods exported from the Russian Federation out of limits of customs area of the Eurasian Economic Union" (The Russian Federation Code, 2023, No. 39, Art. 7046; 8, the Art. 1132) to state 2024, to No. in the following edition:

4. Distribution of the tariff quota is performed by management officials of the Donetsk People's Republic and the Luhansk People's Republic (further - the management official of the certain region) (persons, them replacing) in case of the address of participants of foreign trade activity in declarative procedure according to the rules approved by the management official of the certain region (person, it replacing) in coordination with the Ministry of Economic Development of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation.

Decisions on distribution of amounts of the tariff quotas are issued by the management official of the certain region (person, it replacing) in form according to appendix No. 3 (further - the decision).

Distribution of the tariff quota to the participant of foreign trade activity is performed within amount of the tariff quota taking into account the decisions issued according to the paragraph to the second this Item.

5. The copy of the decision signed by the management official of the certain region (person, it replacing), goes to the Ministry of Industry and Trade of the Russian Federation within one working day from the date of its signing according to rules, the stipulated in Item 4 presents of the resolution.

6. Use of the tariff quota is performed based on the one-time license on commodity export granted by the Ministry of Industry and Trade of the Russian Federation (further - the license) according to the procedure, provided by Rules of issue of the licenses and import permits and (or) commodity import included in the single inventory to which measures of non-tariff regulation in trade with the third countries approved by the decision of Council of the Eurasian economic commission of November 24, 2023 No. 125 "About approval of Rules of issue of the licenses and import permits and (or) commodity import included in the single inventory to which measures of non-tariff regulation in trade with the third countries", taking into account the features provided by this resolution are applied are applied.

To the Ministry of Industry and Trade of the Russian Federation from the date of entry into force of this resolution till December 31, 2024 (inclusive) to perform issue to participants of foreign trade activity of export licenses from the territory of the Russian Federation to the states which are not members of the Eurasian Economic Union, goods within amount of the tariff quota based on decisions.

8. To the Federal Customs Service from the date of entry into force of this resolution to make customs transactions concerning goods according to customs procedure of export based on licenses.

9. This resolution becomes effective from the date of its official publication.
