2. This resolution becomes effective from the date of its official publication and is effective till December 31, 2024 inclusive.

Features of conducting state examination of the project documentation of the capital construction projects intended for protection of the transport passage through the Kerch Strait to water areas of the Kerch Strait, issue of construction licenses and commissioning of such objects

This document establishes features of conducting state examination of the project documentation of the capital construction projects intended for protection of the transport passage through the Kerch Strait in the water area of the Kerch Strait (further - the project documentation), including regarding assessment of conformity of the project documentation to requirements in the field of environmental protection without additional conducting the state environmental assessment, and also feature of issue of construction licenses and commissioning of such objects.

2. State examination of the project documentation is carried out only regarding reliability of determination of estimated cost of capital construction projects.

For conducting state examination of the project documentation the documents provided by subitems "a" (except data, the specified in paragraphs five and the eighth this subitem), "are submitted (1)", "and", "to (2)", "l (7)" Item 13 of the Regulations on the organization and conducting state examination of the project documentation and results of engineering researches approved by the order of the Government of the Russian Federation of March 5, 2007 No. 145 "About procedure for the organization and conducting state examination of the project documentation and results of engineering researches" and the estimate documentation constituted by resource and index method with use of estimate standard rates, data on which are included in the federal register of estimate standard rates, the estimate prices of construction resources in the current price level and (or) in price level as of January 1, 2022 and indexes of change of estimated cost on groups of uniform construction resources, placed in federal state information system of pricing in construction.

Reliability of determination of estimated cost of capital construction projects is performed regarding assessment of the calculations containing in estimate documentation for the purpose of establishment of their compliance to the approved estimate standard rates, data on which are included in the federal register of estimate standard rates, to the estimate prices of construction resources in the current price level and (or) in price level as of January 1, 2022, to indexes of change of estimated cost on the groups of uniform construction resources placed in federal state information system of pricing in construction and the physical amounts of works included in the sheet of amounts of works approved by the builder or the technical customer.

3. When conducting state examination of the project documentation the state environmental assessment of the project documentation is not carried out.

4. Within the actions which are carried out for the purpose of protection of the transport passage through the Kerch Strait in the water area of the Kerch Strait, development of documentation on the layout of the territory is not performed.

5. The term of conducting state examination of the project documentation cannot exceed 10 working days from the date of its receipt in the organization performing state examination of the project documentation.

6. Issue of construction licenses and permissions to input of capital construction projects in operation is not required.
