About approval of the Regulations on the state system of Civil protection of the Kyrgyz Republic

For the purpose of increase in level of the organization of functioning of the state system of Civil protection of the Kyrgyz Republic, according to article 7-1 of the Law of the Kyrgyz Republic "About Civil protection", article 71 of the Constitution of the Kyrgyz Republic I decide:

1. Approve Regulations on the state system of Civil protection of the Kyrgyz Republic according to appendix.

2. Determine that the implementation of actions, provided in the above-stated Provision, is performed within financial resources of the involved ministries, departments, offices of plenipotentiaries of the President of the Kyrgyz Republic in areas, the city halls of the cities of Bishkek, Osh, local public administrations, local government bodies and the organizations provided for the corresponding year.

3. To the Cabinet of Ministers of the Kyrgyz Republic to bring the decisions into accord with this Decree.

4. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This Decree is subject to official publication and becomes effective since September 1, 2024.

Regulations on the state system of Civil protection of the Kyrgyz Republic

Chapter 1. General provisions

1. This Regulations on the state system of Civil protection of the Kyrgyz Republic (further - the Provision) determine procedure for functioning of the state system of Civil protection.

2. The single policy in the field of Civil protection is determined by the President of the Kyrgyz Republic - the chief of Civil protection of the Kyrgyz Republic (further - the chief of Civil protection).

3. The state system of Civil protection of the Kyrgyz Republic (further - the state system of Civil protection) is the nation-wide system consisting of governing bodies, forces and means of the state bodies, local government bodies, public associations and the voluntary organizations performing functions on protection of the population and the territories in emergency situations in peace and wartime.

4. Organization-legal regulation of the state system of Civil protection is performed according to the Constitution, the Law of the Kyrgyz Republic "About Civil protection", other regulatory legal acts of the Kyrgyz Republic, international treaties which became effective in accordance with the established procedure which participant is the Kyrgyz Republic, decisions of the Cabinet of Ministers of the Kyrgyz Republic.

5. Actions for Civil protection are performed according to plans of Civil protection on peace and wartime and other plans of preparation which are in accordance with the established procedure developed by the relevant state bodies, offices of plenipotentiaries of the President of the Kyrgyz Republic in areas, the city halls of the cities of Bishkek, Osh, local public administrations, local government bodies and the organizations.

6. The state system of Civil protection will be organized and conducted by territorial industry principle, taking into account economic, natural and other characteristics, and also demographic, gender, cultural features of various national groups, features of the territories and degree of danger of emergence of emergency situations.

7. Public administration and coordination of activities of public authorities of all levels, local government bodies and organizations in the field of Civil protection is performed by authorized state body in the field of Civil protection.

Chapter 2. Structure of the state system of Civil protection

8. The state system of Civil protection consists from:

1) the territorial subsystem created based on administrative and territorial units;

2) the industry subsystem created based on the ministries and administrative departments;

3) the special subsystem created for the solution of tasks in the field of Civil protection.

9. The territorial subsystem of the state system of Civil protection includes governing bodies, forces, means, financial and material resources of offices of plenipotentiaries of the President of the Kyrgyz Republic in areas, the city halls of the cities of Bishkek, Osh, local public administrations, local government bodies, the organizations, territorial subdivisions of the ministries, administrative departments, authorized state body in the field of Civil protection.

10. Industry subsystems of the state system of Civil protection are created by executive bodies for the organization of work on accomplishment of actions of Civil protection and include governing bodies, forces, means, financial and material resources of the ministries and administrative departments.

11. The single system of complex monitoring and forecasting of emergency situations created for the organization of timely and high-quality monitoring and forecasting of emergency situations enters special subsystem of the state system of Civil protection.

12. Control of the state system of Civil protection is exercised according to the scheme according to appendix to this Provision.

13. The state system of Civil protection functions at the republican, territorial and object levels.

14. At each level of the state system of Civil protection are created:

1) coordinating bodies, permanent bodies of management, daily governing bodies;

2) forces and means, financial and material resources;

3) communication and warning systems of governing bodies and forces;

4) warning system and informing population on emergency situations.

15. Coordinating bodies of the state system of Civil protection are:

1) at the republican level - the commission on Civil protection of republican level created by the decision of the Cabinet of Ministers of the Kyrgyz Republic;

2) at the territorial level:

- regional value - regional (the cities of republican value) the commissions on Civil protection created by decisions of plenipotentiaries of the President of the Kyrgyz Republic, mayors of the cities of republican value;

- district value - the district (city) commissions on Civil protection created by decisions of heads of local public administrations, mayors of the cities;

- local value - the local commissions on Civil protection created by decisions of heads of local government bodies;

3) at the object level - the commissions of object Civil protection created according to the decision of heads of the relevant organizations irrespective of patterns of ownership.

16. Permanent bodies of management of the state system of Civil protection are:

1) at the republican level - authorized state body in the field of Civil protection;
