About approval of the Regulations on the State register of issues of securities

In compliance of Item of 1 part one of article 7 of the Law of Ukraine "About state regulation of the capital markets and the organized goods markets", article 94 of the Law of Ukraine "About the capital markets and the organized goods markets" the National commission on securities and the stock market RESHILA:

1. Approve Regulations on the State register of releases of the enclosed securities.

2. Declare invalid the decision of the National commission on securities and the stock market of April 19, 2012 No. 557 "About approval of the Regulations on the State register of issues of securities", registered in the Ministry of Justice of Ukraine on May 10, 2012 at No. 735/21048.

3. Exchange of information and messages between the National commission on securities and the stock market and National Depositary of Ukraine Public joint stock company by complex information system of the National commission on securities and the stock market within this decision is performed concerning information containing in the State register of issues of securities.

4. In the capital markets and the organized goods markets (Peresunko D.) to provide to department of methodology of corporate management, corporate finances, financial instruments:

submission of this decision on state registration in the Ministry of Justice of Ukraine;

promulgation of this decision on the official website of the National commission on securities and the stock market.

5. This decision becomes effective in three months from the date of its official publication.

6. Control over the implementation of this decision to assign to members of the National commission on securities and the stock market of Shapoval Yu., Libanova M.

Regulations on the State register of issues of securities

I. General provisions

1. This Provision determines procedure for creation and maintaining the State register of issues of securities (further - the State register), establishes requirements to information on the securities registered by the National commission on securities and the stock market, Central Securities Depository (further - the Central depositary), determines data which are entered in the State register.

2. In this Provision terms are used in the following values:

The state register - the information and communication system which is component of the integrated subsystem of complex maintaining the register of infrastructure of complex information system NKTsBFR (further - KIS), providing collection, accumulating, protection, accounting, reflection, processing of register data and provision of register information on:

the registered NKTsBFR of releases, releases and the approved prospectuses of shares, corporate bonds, bonds of internal local loans, mortgage bonds, certificates of funds of real estate transactions (dalee-FON) releases, releases and the approved prospectuses / final conditions of bond emission of international financial institutions, issues of securities of institutes of joint investment, investment certificates of investment funds and mutual funds, approved changes and/or amendments to the securities prospectus, the approved changes to the solution on issue of securities, the registered reports on results of issue of securities; replacements of the registration certificate of issue of securities; suspension of the address, renewal of the address, cancellation of registration of releases and cancellation of certificates / interim certificates on registration of issues of securities;

the registered NKTsBFR of releases, releases and the approved prospectuses, reports on results of issue, stop of the address, renewal of the address, cancellation of registration of release of derivative securities: option certificates, share options, credit notes, depositary receipts;

the releases of deposit certificates of bank registered by the Central depositary, increase in number of deposit certificates of bank in release, cancellation of deposit certificates of bank in release, cancellation of registration of release of deposit certificates of bank;

the public registrar worker of structural division of NKTsBFR which performs the registration and other actions provided by the Laws of Ukraine "About the capital markets and the organized goods markets" "About public electronic registers" and this Provision which is granted right of access to the State register according to the procedure and the amounts provided by this Provision and the legislation performing the powers in compliance of job descriptions NKTsBFR;

registration actions actions of the public registrar in the State register concerning introduction of the register information provided by this Provision;

register information is data and information on the securities entered in the State register;

Other terms are used in the values determined by the Laws of Ukraine "About the capital markets and the organized goods markets", "About public electronic registers". The terms applied in this Provision and not determined by these Laws are used in the values determined by other Laws of Ukraine.

3. The state register is in property of the state.
