1. Approve the enclosed Instruction on the organization of anti-terrorist protection of objects of electric power industry of the Republic of Kazakhstan, vulnerable in the terrorist relation.

2. To provide to development department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

The instruction on the organization of anti-terrorist protection of objects of electric power industry of the Republic of Kazakhstan, vulnerable in the terrorist relation

Chapter 1. General provisions

1. This Instruction on the organization of anti-terrorist protection of objects of electric power industry of the Republic of Kazakhstan, vulnerable in the terrorist relation (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism", and also Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 (further – Requirements to protection of objects), and disaggregates application of Requirements to protection of objects.

2. The purpose of the Instruction is streamlining of activities for safety of objects of electric power industry of the Republic of Kazakhstan.

3. The instruction contains requirements for ensuring anti-terrorist protection of objects, the organizations of service for protection of objects, actions of technical reinforcement, to application of security television and warning systems.

4. The instruction is held for use business entities of electric power industry of the Republic of Kazakhstan in the organization of protection of objects. Vulnerable in the terrorist relation treat subjects of electric power industry:

power making the organizations, performing production electric (capacity of 50 MW and above, including hydroelectric power stations) and (or) heat energy irrespective of their type and departmental accessory (except for the power making organizations using renewable energy resources);

the boiler rooms performing production of heat energy in zone of centralized heat supply (capacity of 100 Gcal and above) irrespective of their departmental accessory;

substations of the system operator of 220 kV and above.

The main objective of the Instruction are determination of industry safety requirements of objects, vulnerable in the terrorist relation, for the purpose of the prevention and suppression of illegal encroachments.

5. In this Instruction the following concepts are used:

1) measures of primary reaction – the complex of priority actions undertaken by personnel of object and employees of the subject of security activities, directed to timely informing authorized state bodies on threat or making of the act of terrorism, and also actions for minimization and liquidation of possible effects of the act of terrorism (assistance in implementation of primary and investigative actions by forces of emergency (primary) reaction, first aid by the victim, evacuation and so on);

2) critical zone – the room, sites and structural elements which destruction as a result of the act of terrorism can lead to fundamental breach of normal functioning of object, its essential damage or accident on it;

3) communication system – set of the technical means and specially allocated communication channels intended for transfer (exchange) of information (information), operational management by activities of security services of object;

4) check-point – specially equipped place intended for ensuring control, the omission, examination of people and vehicles;

5) system of video surveillance – set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;

6) system of lighting – set of the technical means allowing to provide the necessary level of illumination for system of video surveillance, visibility of people and vehicles on object in night-time;

7) technical reinforcement – the structural elements, engineering, technical means and (or) their set providing necessary counteraction to unauthorized penetration on object or its parts;

8) control and management system for access – set technically the compatible hardware and (or) the software intended for access control, differentiation of the rights to entrance and (or) exit to object and (or) its separate zones of personnel and visitors, collection and storage of information;

9) means of restriction of access – the equipment and (or) means interfering unauthorized access to object, its potentially dangerous sites;

10) the protected zone (site) – the territory, and also allocated on object of zone (sites), part of buildings (structures and constructions), the rooms and their structural elements which are subject to protection;

11) the protected objects – buildings, structures and constructions intended for stay of protected persons and also the territory and the water area, adjacent to them;

12) the alarm system – set jointly the operating technical means intended for detection of unauthorized penetration into the protected zone (site), violation of integrity of the protected zone (site), collection, processing, transfer and submission of information in the set type on violation of integrity of the protected zone (site);

13) potentially dangerous sites of object – territorially allocated zones (sites), structural and technological elements of object where explosion-fire-hazardous, dangerous chemicals, weapon and ammunition, toxic substances and medicines, elements of technological chains, systems, the equipment or devices, critical zones of object, and also the place of possible mass stay of people on object, making of the act of terrorism on which can promote damnification of life and health, emergence of accident, threat of emergency situation with dangerous social and economic effects, to plunder of dangerous substances and materials for the purpose of their further use for making of the act of terrorism, are used, stored or operated;

14) personnel of objects – the heads, workers, employees of object including performing activities on its leased premises;

15) object perimeter – object border according to documents of title;

16) training (preventive) events – the preventive methods of personnel training and protection realized in the form of instructing and occupations for the purpose of instilling of skills of primary reaction;

17) access control – set of the rules regulating the established procedure excluding possibility of unauthorized entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property;

18) anticollision devices (obstacles) – the technical products intended for forced delay and (or) stop of vehicles;

19) system security television – the system of video surveillance representing the television system of the closed type intended for identification and fixation of violations;
