Rules of approval and approval of regulating, project and technical documentation on designing, construction, repair, content and management of roads to parts of safety control of traffic

1. General provisions

1. These rules of approval and approval of regulating, project and technical documentation on designing, construction, repair, content and management of roads to parts of safety control of traffic (further - Rules) are developed according to the laws of the Republic of Kazakhstan of July 15, 1996 "About traffic safety" and of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan".

Rules determine procedure for approval and approval of regulating, project and technical documentation on designing, construction, repair, content and management of roads to parts of safety control of traffic (further - documentation), and are developed taking into account requirements of the approved state standard rates in the field of highways, and also architectural, town-planning and construction activities in the Republic of Kazakhstan (further - the state standard rates).

2. Rules extend to the physical persons and legal entities developing regulating, project and technical documentation on designing, construction, repair, content and management of roads (further - developer).

3. Documentation which is subject to approval and approval regarding traffic safety control contains the requirements providing protection of life and human health.

7. The project documentation is submitted for approval taking into account requirements of the state standard rates.

8. Following the results of consideration the authorized body coordinates the submitted documentation or refuses its approval.

In case of refusal in approval of documentation the authorized body in writing informs on it the developer with indication of causes of failure.

The basis of refusal is discrepancy of documentation to requirements of the state standard rates.

In case of disagreement of developer with refusal in approval, he has the right to appeal actions of authorized body in the procedure established by the legislation.

9. After elimination of causes of failure by developer in approval materials are sent for repeated approval. Repeated approval is carried out no more than 10 (ten) calendar days in time.

10. Documentation to which changes (amendments) are made on the approved main technical and economic indicators, is subject to approval in time, specified in Item 5 of these rules.

11. Documentation affirms the relevant state bodies which competence includes approval of such documentation, till 10 (ten) calendar days, from the date of representation, according to the procedure established by the state standard rates.

12. Approval of the project documentation is performed after conducting state examination of projects.

13. Approval of regulating and technical documentation is performed after its approval.
