RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

Some questions concerning procedure for appointment and payment of the public assistance, production of forms of certificates and ensuring execution of the judgments
(Extraction)

Cabinet of Ministers of Ukraine decides:

1. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

2. Permit to use till January 1, 2027 for certification to the veterans of work, citizens living, working (student) in the territory of the mountain settlement, to rehabilitees, children from large family and tab to the certificate of the child with the disability connected with consequences of the Chernobyl catastrophic crash, the unused forms of certificates and tab to the certificate made before entry into force of this resolution on the samples approved by resolutions of the Cabinet of Ministers of Ukraine of July 29, 1994 No. 521 "About procedure for certification and the breastplate "The veteran of work" (ZP of Ukraine, 1994, No. 11, of the Art. 274), of March 19, 1996 No. 345 "About the certificate of the citizen who lives, works (studies) in the territory of the mountain settlement" (ZP of Ukraine, 1996, No. 8, to the Art. 265), of December 23, 2015 No. 1099 "Some questions of production and certification of parents of large family and the child from large family" (The Official Bulletin of Ukraine, 2016, No. 2, the Art. 91), of July 11, 2018 No. 551 "some questions of certification to persons which were injured owing to the Chernobyl catastrophic crash and other categories of citizens" (The Official Bulletin of Ukraine, 2018, No. 58, the Art. 2021) and of May 19, 2021 No. 535 "Some questions of implementation of the Law of Ukraine "On recovery of victims of repressions of communist totalitarian regime of 1917-1991" (The Official Bulletin of Ukraine, 2021, No. 44, the Art. 2685).

3. Determine that the certificate of the veteran of work, the citizen living works (studies) in the territory of the mountain settlement, the rehabilitee, the child from large family and tab to the certificate of the child with the disability connected with consequences of the Chernobyl catastrophic crash, issued on the forms specified in Item 2 of this resolution are valid before their replacement in accordance with the established procedure.

4. Declare invalid Item 2 of the resolution of the Cabinet of Ministers of Ukraine of April 18, 2012 No. 319 "About introduction of amendments to the resolution of the Cabinet of Ministers of Ukraine of March 2, 2010 No. 209" (The Official Bulletin of Ukraine, 2012, No. 31, the Art. 1144).

3. The paragraph the ninth Item 11 of the Procedure for the appointment and payment of government assistance to families with children approved by the resolution of the Cabinet of Ministers of Ukraine of December 27, 2001 No. 1751 (The Official Bulletin of Ukraine, 2001, No. 52, Art. 2365; 2014, No. 53, Art. 1408; 2015, No. 46, Art. 1473; 2016, No. 97, Art. 3165; 2018, No. 96, Art. 3172; 2022, No. 82, Art. 5025, No. 95, Art. 5891; 2023, No. 44, the Art. 2343, No. 79, the Art. 4496) to replace with paragraphs of the following content:

"In the period of warlike situation for purpose of the help in case of the child's birth one of parents (guardian) who temporarily is outside Ukraine (except persons which are in the territory of the state recognized under the law as the state invader and/or the state aggressor concerning Ukraine) directs by mail service of social security authority of the population at the registered (declared) place of residence (stay) the statement and copies issued by competent authorities of adoptive state and the documents legalized in accordance with the established procedure certifying the child's birth with the translation into Ukrainian (further - the statement and documents). Fidelity of the translation or authenticity of the signature of the translator shall be certified notarially.

The statement and documents go to the postal address of department of social policy of the Rivne Regional State Administration if person specifies data on the registered (declared) residence (stay) in the territories in which fighting is conducted or the territories which are temporarily occupied by the Russian Federation, included in the list in which are conducted fighting or temporarily occupied by the Russian Federation, the approved Minreintegration for which date of completion of fighting (the termination of possibility of fighting) or temporary occupation is not determined (was conducted).

The statement and documents not later than during the next working day after their obtaining are distributed in chronological procedure for their receipt between social security authorities of the population of the Rivne region and go it for purpose of the help in case of the child's birth.".

1) to add the resolution with Item 2-1 of the following content:

"2-1. Approve technical descriptions on forms of certificates of persons, injured Chernobyl catastrophic crash, and other categories of citizens, certificates of the child who was injured from the Chernobyl catastrophic crash, and tab to the certificate of the child who was injured from the Chernobyl catastrophic crash (who is child with the disability connected with consequences of the Chernobyl catastrophic crash), according to appendices 15-17.";

2) according to the procedure of certification to persons which were injured owing to the Chernobyl catastrophic crash, and other categories of citizens, approved by the specified resolution:

add the Procedure with Item 15 of the following content:

"15. In the absence of (technical capability) of production of the certificate, authorized body the reference confirming their status for a period of up to receipt of the corresponding certificate, but no more than for two years can be issued to persons which were injured owing to the Chernobyl catastrophic crash and other categories of citizens for registration of the privileges established for them by the legislation. In such reference the surname, own name, middle name is entered (in the presence), the status of person, is pasted photograph of 30 x 40 millimeters in size which makes sure the signature of the head of authorized body sealed.";

to state appendix 1 to the Procedure in the following edition:
