qualification requirements to energy auditors of processes or transport.

Procedure for confirmation of qualification of persons who intend to perform activities for implementation of energy audit of processes or transport

1. This Procedure determines the procedure of confirmation of qualification of persons who intend to perform activities for implementation of energy audit of processes or transport.

2. In this Procedure terms are used in the following value:

the qualification organizations subjects performing activities for confirmation of qualification of persons who intend to perform activities for implementation of energy audit of processes or transport;

the qualification certificate (further - the certificate) - the document issued by the qualification organization with observance of the requirements established by this Procedure, certifying that person has the corresponding professional knowledge, skills (competence) for implementation of activities for implementation of energy audit of processes or transport.

In this Procedure the term "qualification" is understood as complete qualification, other terms are used in the value given in the Laws of Ukraine "About energy efficiency", "About education", "About the higher education", "About professional development of workers".

3. Acquisition of the status of the qualification organization is performed based on the certificate on accreditation of the qualification center according to procedure for accreditation of the qualification centers approved by the resolution of the Cabinet of Ministers of Ukraine of September 22, 2021 No. 986 "Some questions of accreditation of the qualification centers" (The Official Bulletin of Ukraine, 2021, No. 78, the Art. 4918), on the professional qualifications determined by the professional standards "Energy Auditor of Processes", "Energy Auditor of Transport" which are registered in accordance with the established procedure by the National agency of qualifications.

4. Confirmation of qualification of persons who intend to perform activities for implementation of energy audit of processes or transport is carried out separately by profession "The energy auditor of processes" or "The energy auditor of transport".

5. Confirmation of qualification of persons who intend to perform activities for implementation of energy audit of processes or transport is carried out according to provisions of the Law of Ukraine "About energy efficiency" and this Procedure.

6. Confirmation of qualification of persons who intend to perform activities for implementation of energy audit for the corresponding profession specified in item 4 of this Procedure is carried out as primary and repeated confirmation of qualification.

Primary confirmation of qualification is carried out for the persons for the first time undergoing procedure of confirmation of qualification for one of professions, specified in item 4 of this Procedure within one year from the date of issue to such persons of the certificate on assignment/confirmation / recognition of the professional qualification determined by the professional standard "Energy Auditor of Processes" or "Energy Auditor of Transport".

Repeated confirmation of qualification is carried out for persons having the certificate by results of carrying out primary confirmation of qualification which effective period expires/expired or the certificate which is cancelled or persons who within one year from the date of issue of the certificate on assignment/confirmation/recognition of the professional qualification determined by the professional standard "Energy Auditor of Processes" or "Energy Auditor of Transport" did not undergo the procedure of primary confirmation of qualification.

7. The procedure of primary confirmation of qualification consists of the following stages:

adoption by the qualification organization of the statement for primary confirmation of qualification and other documents filed by person of the kompetentnost which are rather acquired by it and results of training determined by Item 10 of this Procedure. Document handling by the qualification organization during primary confirmation of qualification is performed according to the Law of Ukraine "About electronic documents and electronic document management";

decision making about holding procedure of primary confirmation of qualification;

decision making about issue of the certificate or refusal in issue of the certificate;

registration and issue of the certificate (in case of decision making about issue of the certificate).

8. The procedure of repeated confirmation of qualification consists of the following stages:

adoption by the qualification organization of the statement for repeated confirmation of qualification and other documents filed by person of the kompetentnost which are rather acquired by it and results of training determined by Item 10 of this Procedure. Document handling by the qualification organization in case of repeated confirmation of qualification is performed according to the Law of Ukraine "About electronic documents and electronic document management";

decision making about holding procedure of repeated confirmation of qualification;

carrying out repeated confirmation of qualification of the person by holding qualification examination;

decision making about issue of the certificate or refusal in issue of the certificate;

registration and issue of the certificate (in case of decision making about issue of the certificate).

9. In case of availability at person of the existing certificate the procedure of repeated confirmation of qualification for the corresponding direction can be held not earlier than before one month about day of the termination of effective period of the certificate issued earlier.
