About approval of regulations on the centers of recruiting

According to part eight of article 1 of the Law of Ukraine "About conscription and military service" the Cabinet of Ministers of Ukraine decides:

1. Approve enclosed:

Regulations on the centers of recruiting of Armed Forces;

Regulations on the centers of recruiting.

2. This resolution becomes effective along with the Law of Ukraine of April 11, 2024 No. 3633-IX "About modification of some legal acts of Ukraine of rather single questions of passing of military service, mobilization and military accounting", but not earlier than day of its publication.

Regulations on the centers of recruiting of Armed Forces

1. The centers of recruiting of Armed Forces are separate division which is formed in types, separate types of military forces (forces) of Armed Forces.

2. The centers of recruiting of Armed Forces are intended for realization of tasks on development of opportunities for recruiting of citizens of Ukraine for passing of military service under the contract on positions of persons ordinary, sergeant and foreman, officers, receipt in the highest military educational institutions and institutions of higher education which incorporate military institutes, faculties of military preparation, department of military preparation, department of military preparation (further - the highest military educational institutions and military educational units of higher educational institutions), and also organizations of professional prehigher military education, maintenance of appeal of citizens of Ukraine on military service during mobilization, during the special period.

The centers of recruiting of Armed Forces are formed according to the decision of the Commander-in-chief of Armed Forces and are subordinate divisions of the corresponding commands of types, separate types of military forces (forces) of Armed Forces. The direct management of the centers of recruiting of Armed Forces and control of their activities are exercised by the corresponding commanders approving their structure, the state (staff list).

3. The centers of recruiting of Armed Forces in the activities are guided by the Constitution and the laws of Ukraine, and also the acts of the President of Ukraine, resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, orders and directives of the Supreme Commander of Armed Forces, the Minister of Defence, the Commander-in-chief of Armed Forces, the General Staff of Armed Forces, other regulatory legal acts, and also this Provision.

4. The common directorship of the centers of recruiting of Armed Forces is performed by the Ministry of Defence through the relevant structural division of the General Staff of Armed Forces.

The centers of recruiting of Armed Forces perform the powers in interaction with state bodies, local government bodies, and also with bodies of military management, connections, military units of Armed Forces and other military forming, the centers of recruiting, the companies, organizations, the organizations irrespective of pattern of ownership, the highest military educational institutions and military educational units of institutions of higher education, organizations of professional prehigher military education, public associations (organizations).

5. Task of the centers of recruiting of Armed Forces is implementation of recruiting of citizens of Ukraine for passing of military service under the contract, revenues in the highest military educational institutions and military educational units of higher educational institutions, organizations of professional prehigher military education, maintenance of appeal of citizens of Ukraine to military service during mobilization, during the special period.

The centers of recruiting of Armed Forces according to the tasks assigned to them:

perform recruiting of the citizens of Ukraine suitable on professional and psychological qualities for military service under the contract in Armed Forces;

will organize refining of military and accounting data and accompany appeal of citizens of Ukraine on military service during mobilization, during the special period which by results of interview received letters of recommendation (written consent) from commanders of military units;

carry out advertizing, propaganda and explanatory work among the population on promoting of passing of military service under the contract in Armed Forces;

offer citizens of Ukraine by results of selection the corresponding positions to which they can be appointed in case of acceptance to military service under the contract or for military service during mobilization, during the special period;

carry out preliminary studying of candidates, explain procedure for passing of medical examination by the military-medical commissions, determine the level of their physical training and by results of testing by professional qualities and psychological testing perform selection of citizens of Ukraine for acceptance on military service under the contract, on military service during mobilization, during the special period, create their personal records;

constitute lists of citizens of Ukraine, persons interested to be accepted on military service under the contract, and persons liable for call-up who by results of interview received letters of recommendation (written consent) from commanders of military units;

send the citizens of Ukraine selected for acceptance on military service under the contract to military units, training centers of Armed Forces for the conclusion of the contract and preparation on military specialty, and that which showed willingness to arrive in the highest military educational institutions and military educational units of higher educational institutions - in the territorial centers of completing and social support in which they stay on the military registry;

participate in enhancement of system of recruiting on acceptance of persons on military service under the contract according to standards of NATO member states, and also in the international conferences, seminars, doctrines, etc.;

develop and make image advertizing products about benefits of passing of military service under the contract;

participate in actions for military patriotic education of citizens of Ukraine and promoting of military service for the contract which will be organized by the local state administrations, local government bodies, military units and the companies, organizations, the organizations;

perform reception of citizens of Ukraine and consider addresses concerning acceptance on military service under the contract, on military service during mobilization, during the special period, and also on other questions relating to their powers;
