About establishment of types of zones of the increased danger and the list of the actions of civil defense which are subject to accounting

Based on Item 2 of article 12 of the Code of the Republic of Belarus on architectural, town-planning and construction activities, subitem 9.4 of Item 9 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 14, 2022 No. 405, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Establish:

types of zones of the increased danger according to appendix 1;

the list of the actions of civil defense which are subject to accounting according to appendix 2.

2. This resolution becomes effective since July 23, 2024.

Appendix 1

to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 23, 2024 No. 35

Types of zones of the increased danger

1. Zone of preventive measures - determined by the actions plan by protection of the population against nuclear and radiation accident (further - the external emergency plan) zone around nuclear installation and (or) Item of storage, burial Item in which events for implementation of urgent protective measures in case of nuclear accident for the purpose of decrease in risk of emergence of the heavy determined effects outside the industrial platform are held.

2. Zone of planning of urgent protective measures - the zone of nuclear installation and (or) Item of storage, burial Item determined by the external emergency plan concerning which the events directed to implementation of urgent protective measures in case of nuclear accident for the purpose of prevention of stochastic effects in that degree in what it is almost feasible are held.

3. Zone of possible radioactive pollution - the territory of zone of preventive measures, zones of planning of urgent protective measures or being in radius of 30 and less kilometers from the nuclear installations located in the territory of neighboring states.

4. Zone of possible catastrophic flooding - the territory within which as a result of damage (destruction) of hydraulic engineering constructions and (or) as a result of natural disaster death of people, destruction of capital structures (buildings, constructions), damage or destruction of other material values is probable and on which depth of probable flooding constitutes from 1,5 of meter and more.

5. Zone of possible flooding - the territory within which as a result of high water, rain floods, zazhor and jams of ice are probable the flooding of subjects to production and social appointment exceeding critical water level with essential deterioration in work in the procedural mode, destruction of capital structures (buildings, constructions), damage or destruction of other material values, threat of life of people which requires their urgent evacuation.

6. Zone of possible flooding - the territory within which as a result of increase in level of ground waters and moistening of soil of zone of aeration violation of economic activity in this territory, change of physical and physical and chemical properties of underground waters, transformation of soils, specific structure, structure and productivity of vegetable cover, transformation of habitats of animals, stop of engineering procedure in locations of objects, essential deterioration in conditions of accommodation of people is probable.

7. Zone of final fractures - the territory within which as a result of negative factors of explosion on objects and (or) impacts of regular weapons of destruction emergence of excessive pressure in the front of air shock wave from 100 kPa and more is possible.

8. Zone of strong destructions - the territory within which as a result of negative factors of explosion on objects and (or) impacts of regular weapons of destruction emergence of excessive pressure in the front of air shock wave ranging from 70 to 100 kPa is possible.

9. Zone of average destructions - the territory within which as a result of negative factors of explosion on objects and (or) impacts of regular weapons of destruction emergence of excessive pressure in the front of air shock wave ranging from 28 to 70 kPa is possible.

10. Zone of weak destructions - the territory within which as a result of negative factors of explosion on objects and (or) impacts of regular weapons of destruction emergence of excessive pressure in the front of air shock wave ranging from 14 to 28 kPa is possible.

11. Zone of possible chemical infection - the territory within which in case of possible destruction of reservoirs and technology installations with abnormally chemically dangerous substance its distribution in the concentration causing damage to the unprotected people is probable.

12. Zone of distribution of blockages from buildings - the territory including sites of arrangement of capital structures (buildings, constructions) in which as a result of collapse of designs of the specified capital structures (buildings, constructions) formation of blockages is possible.

The list of the actions of civil defense which are subject to accounting

1. The shelter in protective constructions, pre-fabricated shelters, constructions of dual purpose of nontransportable patients in the organizations of health care, workers and students in organizations of education, workers (personnel) of the greatest working change of the organizations which are subject to transfer into work in the conditions of wartime and (or) getting to zones of possible radioactive pollution and chemical infection, and also the administrative and territorial unit population.

2. Construction of new objects of civil defense taking into account their arrangement in zones of the increased danger.

3. The notification and informing the population, governing bodies and forces of the state system of the prevention and liquidation of emergency situations and civil defense about emergency situations of natural and technogenic nature (further - emergency situations), and also about the dangers arising when conducting military operations or owing to these actions.

4. Development and upgrade of the warning system of the population about emergency situations, and also about the dangers arising when conducting military operations or owing to these actions.

5. Organization of temporary settling out of the population.

6. Organization of evacuation of material and historical and cultural values.

7. Organization of sanitary processing of the population, disinfecting of the territories, equipment, capital structures (buildings, constructions).
