About additional measures for enhancement of system of work with the international ratings and indexes and strengthening of parliamentary control in this sphere

In recent years as a result of the system reforms directed to the effective organization of public administration, ensuring economic stability and social wellbeing, creation of the open, transparent and favorable circle for citizens and the international partners indicators of our country in the international ratings improve.

In particular, for the last five years Uzbekistan rose in the Index of supremacy of law by 16 line items, corruption perception Index - by 32 line items, the Index of development of the electronic government - by 18 line items, the Index of economic freedom - by 31 line items, the Index of efficiency of logistics and the Global innovative index - by 11 line items.

Proceeding from the priority tasks determined in Strategy "Uzbekistan - 2030", for the purpose of further enhancement of system of work with the international ratings and indexes in the republic and strengthenings of role of parliament in the field:

1. Approve the offer of Republican council on work with the international ratings and indexes providing implementation of procedure for annual discussion in the Senate of the Oliy Majlis of the Republic of Uzbekistan (further - the Senate of the Oliy Majlis) the national report on improvement of line items of the Republic of Uzbekistan in priority international ratings and indexes (further - the national report).

2. Determine that:

The Senate of the Oliy Majlis in case of approval of the list of priority international ratings and indexes assigns the responsible ministries and departments to the corresponding international ratings and indexes;

the first heads of the responsible ministries and departments bear the personal responsibility for improvement of line items of the republic in the priority international ratings and indexes determined by the Senate of the Oliy Majlis, and also achievement of target indicators on improvement of line items of the Republic of Uzbekistan in priority international ratings and indexes (further - target indicators);

since 2025 the activities of heads and deputy managers of republican executive bodies directed to improvement of line items of the republic in priority international ratings and indexes are determined as one of key performance indicators of their activities.

3. Approve updated structure of Republican council on work with the international ratings and indexes (further - Republican council) according to appendix No. 1 and to assign to it the following tasks:

discussions of the works which are carried out by the responsible ministries and departments within achievement of target indicators during improvement of line items of the republic in priority international ratings and indexes;

improvement of line items of the republic in priority international ratings and indexes, including fixing of research establishments;

organization of preparation of the national report and its preliminary consideration;

ensuring service of the cardinal changes performed in various spheres, to the purposes of improvement of line items of the country in the priority international ratings and indexes, taking measures to the problem resolution interfering efficiency of works in this direction;

promotion of initiatives of enhancement of system of the government and management on the basis of the best international practices;

carrying out complex assessment of the regulatory legal acts and their projects directed to regulation of various areas of life of the state and society from the point of view of their influence on country line items in priority international ratings and indexes;

representation each half a year to the President of the Republic of Uzbekistan of reports on the carried-out work on improvement of line items and achievement of target indicators by the republic in priority international ratings and indexes.

4. Take into consideration that the Ministry of Economics and finance and the Ministry of Justice are determined by working bodies of Republican council, and also the following tasks are assigned to them:

together with the ministries and departments - improvement of line items of the republic in priority international ratings and indexes, and also development and introduction on approval into Republican council of the draft of the program of the measures directed to achievement of target indicators in the field;

implementation of permanent monitoring of execution by the ministries and departments accepted by the Senate of the Oliy Majlis and Republican council of decisions, and also determined by them died;

annual ensuring preparation and entering of the national report into Republican council for preliminary consideration, in the Senate of the Oliy Majlis - discussions;

regular entering into Republican council of offers on further acceleration of the performed reforms, to the solution of the available system problems, including remedial action in activities of the ministries and departments for work with the international ratings and indexes;

implementation of effective international cooperation with the international organizations, rating agencies, independent editions and non-state non-profit organizations, and also international experts and consultants;

taking measures to reflection of the published reports on the reforms and results of the international ratings and indexes performed in the republic in mass media, and also in databases of the international organizations;

participation in the international and foreign actions in the field, the organization of "round tables", the international forums and conferences in the republic.

5. Recommend to the Senate of the Oliy Majlis to approve in a month the list and target indicators of priority international ratings and indexes with fixing of the ministries and departments.

6. Approve priority spheres of the international ratings and indexes, and also their distribution on working bodies according to appendix No. 2.

7. To provide to working bodies together with the Ministry of digital technologies till the end of 2024 start of the advanced Single portal "The Republic of Uzbekistan in the International Ratings" (further - the Single portal) and its stable functioning in subsequent.

At the same time to implement system of forming, monitoring of execution and the analysis of practical measures on achievement of target indicators of priority international ratings and indexes on the Single portal.

8. To the agency of strategic reforms and Center of economic researches and reforms:

carry out the profound analysis of experience of the advanced foreign states taking high positions in priority international ratings and indexes regularly to estimate possibilities of application of this experience in conditions of Uzbekistan;

annually till September 1 to introduce in Administration of the President of the Republic of Uzbekistan and Republican council new offers and initiatives of eradication of the factors interfering improvement of rating indicators of the country, and also implementation of the best foreign practices.
