About the measures directed to expansion of scope of the children who are spending vacation at children's recreation camps

In recent years in the country large-scale work on strengthening and recovery of health of children, development of their creative potential in the period of school vacation is carried out. In particular, in summer season of 2023 activities of only 196 stationary children's recreation camps were adjusted, 158 thousand children are revitalized.

At the same time increase in number of children's recreation camps in proportion to growth rates of the population is not provided. In spite of the fact that the number of children in the country increased by 71 percent in comparison with 1991, the number of children's recreation camps was reduced twice.

For the purpose of proper and effective establishing activities of children's recreation camps which within last three years did not function or inefficiently functioned 80 stationary children's recreation camps were transferred to the jurisdiction of Federation of trade unions of Uzbekistan.

For the purpose of increase in level of scope of children by recreation camps, the organization of informative carrying out their free time in the period of school vacation, education of children in the spirit of patriotism, and also increase in efficiency of works on their improvement:

1. Approve the offers of Federation of trade unions of Uzbekistan (further - Federation) providing:

a) realization based on stationary children's recreation camps (further - the camp) projects of mutually advantageous partnership by means of the following mechanisms according to appendix No. 1 with involvement of subjects of entrepreneurship and business entities (further - partners):

provision in lease to partners of part of buildings and constructions and (or) parcels of land of camps for a period of up to 15 years on condition of construction of new buildings or repair and equipment of the existing buildings on part of the territory of camps;

provision in lease to partners of buildings and constructions and (or) parcels of land of camps for a period of up to 10 years for use during the period out of summer season on condition of construction of new buildings or repair and equipment of the existing buildings in the territory of camps. At the same time the Federation uses buildings and the parcels of land of camps for creation of camps in the period of summer season;

provision in lease to partners of buildings and constructions and (or) parcels of land of camps for a period of up to 10 years on condition of construction of new buildings or repair and equipment of the existing buildings in the territory of camps, and also the organization of camps in the period of summer season;

b) transfer of camps into system of self-financing by provision in lease to partners of buildings and constructions and (or) parcels of land of camps out of summer season according to appendix No. 2.

2. Take into consideration that:

the construction of the camps specified in appendix No. 3 (further - the camp), is performed by Federation by fund of assistance to improvement of children and to recovery of population health;

3. If the construction is performed by Federation of the objects specified in appendix No. 3, along with their designing, construction works stop, the design estimates according to which expert report in accordance with the established procedure is obtained are completely created.

To the Ministry of Construction and Housing and Communal Services to organize conducting in accordance with the established procedure examination of the design estimates on the objects provided in appendix No. 3.

4. Determine that:

a) construction projects of buildings and constructions in camps are prepared based on the conditions developed by Federation, and these projects are approved with Federation;

b) the partner projects provided by the subitem "an" of Item 1 of this resolution are offered partners through electronic trade platform of "E-auksion" based on the conditions developed by Federation.

At the same time the lease agreement is signed with the partner who offered the highest price according to the lease agreement, and also all buildings under construction and constructions are drawn up as property of Federation and used by partners in accordance with the established procedure.

Partners can be engaged in the business activity which is not prohibited by the legislation without modification and damnification to buildings and constructions, property and the parcel of land of the leasable camp;

c) in case of not determination within three months of partners in the camps placed on electronic trade platform of "E-auksion" for implementation of partner projects, lease term is reviewed and the camp is exposed on resale, and upon termination of the next three months of the camp to which entrepreneurs did not show interest, will be under construction and repaired step by step by fund of assistance to improvement of children and to recovery of population health or other sources.

To render agency on management of the state assets assistance of Federation in placement of the respective camps of system of Federation on electronic trade platform of "E-auksion" and identification of partners.

5. In Fund of assistance to improvement of children and to recovery of population health:

a) direct in 2024-2025 from the republican budget 425 billion sum. At the same time and finance to allocate to the Ministry of Economics 175 billion sum due to optimization of budgeted expenses according to appendix No. 4, and also 50 billion sum for the expenditure account for social and economic development of regions based on orders of the President of the Republic of Uzbekistan in a month, and also 200 billion sum in 2025 from the republican budget;

b) To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent in 2024-2025 allocation of only 210 billion sum at the expense of additional sources of local budgets according to appendix No. 5, including till November 1, 2024 - 105 billion sum and till September 1, 2025 - 105 billion sum.

6. Determine that the funds allocated in Fund of assistance to improvement of children and to recovery of population health according to the procedure stipulated in Item 5 these resolutions, will be directed on:

construction of the camps specified in appendix No. 3 to this resolution;

compensation payments to camps in the amount of, not exceeding 50 percent of cost of each permit, for the purpose of covering of part of expenses on rest and improvement of children of citizens of the Republic of Uzbekistan in camps of system of Federation;
