About additional measures for increase in system effectiveness of training of youth in foreign languages

For the purpose of further enhancement of system of support of young people in the country, forming of the formed and educated youth, development of creative and mental abilities of the growing-up younger generation, further promoting of training in foreign languages, and also creation of the favorable circle for support and development of the subjects who are engaged in these activities:

1. Assign the following additional functions to Agency on cases of youth:

enhancement of training processes to foreign languages of youth, improvement of conditions for strong acquisition of the most demanded foreign languages;

development and support of the individual entrepreneurs, self-employed persons and the non-state educational organizations who are engaged in activities for training in foreign languages (further - private training centers), and also other non-state non-profit organizations performing activities in this direction, carrying out the regular analysis and preparation of offers on the problem resolution in this sphere;

forming of rating of the private training centers and stimulation which took high positions in rating;

promotion of development of professions and learning of foreign languages among youth, the organization of social projects, tenders and the Olympic Games in this direction.

2. Determine that:

to compensation of examination expenses of the young people in case of examination on the international examination systems who received the certificate it is not lower than the C1 level or equated to it appropriate level on the English, German, French, Korean, Chinese and Japanese languages, in additional procedure the system of one-time material stimulation in triple size of basic settlement size for covering of expenses on training within the funds allocated to Agency on cases of youth takes root;

during the period from September 1, 2024 to January 1, 2027 the indicator of the minimum point (required level of the certificate) necessary for covering of examination expenses of young people in case of examination on the international examination systems on the German, French, Korean, Chinese and Japanese languages, goes down on one step and examination expenses are covered within the funds allocated to Agency on cases of youth.

3. Determine that provision is allowed to private training centers of educational classes of general average educational institutions during the period, free from educational process, for implementation of activities for training in professions and foreign languages, based on direct contracts with the right of free use.

At the same time the list of the relevant general average educational institutions affirms the Ministry of preschool and school education, and also the agreement of free use is constituted between the asset holder and private training center.

4. To the ministry of preschool and school education together with Agency on management of the state assets to transfer in 2024 educational classes at least 1 thousand general average educational institutions to free use to private training centers for implementation of activities for training in professions and foreign languages.

At the same time the private training centers which received in lease educational classes at the relevant comprehensive schools perform on free basis training in professions and foreign languages of their pupils of the senior classes from the families included in "The unified register of social protection", however in the quantity which is not exceeding 20 percent of total number studying at training courses.

5. Establish procedure according to which:

a) since October 1, 2024:

The agency on cases of youth annually constitutes the rating of private training centers by the Republic of Karakalpakstan, areas and the city of Tashkent and publishes it on the official website;

part of expenses on lease payments for the buildings and constructions used for educational process, 100 private training centers performing activities in the remote and hard to reach areas which by results of rating received the highest rate is compensated for the account of fund of support of the state youth policy;

b) in 2024 - 2026 to the students of 3-4 rates having the certificate the philology of foreign languages of the highest educational organizations is not lower than the C1 level and students in the direction of education, it is allowed to perform labor activity as the teacher in general averages, the average special and professional educational organizations.

6. To agency on cases of youth together with Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas till October 1, 2024 to approve the list of the remote and hard to reach areas and to publish it on the official website for the purpose of implementation of measures, provided by the subitem "an" of Item 5 of this resolution.

7. Following:

a) To the ministry of the higher education, science and innovations, the Ministry of preschool and school education and Agency on cases of youth till October 1, 2024 to make in the Cabinet of Ministers the offer on extension of lists of the recognized international examination systems on the German, French, Korean, Chinese and Japanese languages and the certificates provided by them;

b) To the ministry of preschool and school education and the Ministry of the higher education, science and innovations since 2024/2025 academic years:

proceeding from requirements of parents and pupils to implement teaching the German, French, Korean, Chinese and Japanese languages as foreign language at specialized and vocational schools within hours of their existing basic curricula;

step by step to organize at National institute of pedagogical skill of A. Avloni and the centers of pedagogical skill of the Republic of Karakalpakstan and areas except English also rates of retraining of teachers on other foreign languages;

c) To agency on cases of youth together with the Ministry of the higher education, science and innovations and the Ministry of Foreign Affairs:

take measures for establishment of cooperation with the leading centers and the highest educational organizations of the world for training in English - till January 1, 2025, to other foreign languages and modern professions - in the years ahead, and also to application of their educational programs conforming to the international educational standards to the Ibrat of Farzandlara and Ustoz projects;

till December 1, 2025 to hold negotiations with the authoritative foreign organizations performing activities according to the level of knowledge of the German, French, Korean, Chinese and Japanese languages and also to take measures for ensuring creation in addition of their 5 centers (branches) in Uzbekistan, first of all in regions.

8. To agency on cases of youth until the end of 2024 to take measures for bringing number of young people to 100 thousand people who seized English, German, French, Spanish, Korean, Chinese and Japanese languages at the B2 level.

To the ministry of preschool and school education, the Ministry of the higher education, science and innovations and Agency on cases of youth since 2024/2025 academic years to adjust wide use of video production, including the Ibrat of Farzandlara platform, on studies on foreign languages in educational institutions.
