About additional measures for acceleration of implementation of market mechanisms in the field of cultivation of silkworm and silkworm breeding

1. Determine the priority directions of raising on new stage of the sphere of cultivation of silkworm and silkworm breeding according to appendix No. 1.

2. In the field of cultivation of silkworm and silkworm breeding to finish in 2024 - 2027:

to 160 thousand hectares - land of mulberry plantations, to 500 million - quantity of the mulberries landed in one row at the edges of fields;

to 80 percent - the level of localization of need of the republic for grena of silkworm;

to class 5A - quality of the raw silk made in the republic to 75 percent - the level of its conversion.

3. Determine that 105 thousand hectares of land area provided by appendix No. 1 to the Presidential decree of the Republic of Uzbekistan of June 1, 2023 No. UP-85 "About Additional Measures for Support of Nadomnichestvo in the field of Silkworm Breeding and to Further Expansion of Food Supply for Cultivation of Silkworm" are placed for transfer to lease on electronic trade platform of "E-auksion" at the price in the amount of 10 percent of the determined starting cost.

At the same time to Committee on development of silkworm breeding and woolen industry (further - Committee) to place control of creation of mulberry plantations into land and their target use by winners of electronic online biddings.

4. To the adviser to the President of the Republic of Uzbekistan Sh. M. Ganiyev together with the Minister of Agriculture, the minister of ecology, environmental protection and climate change, and also the Chairman of the board of Ministers of the Republic of Karakalpakstan and hokimama of areas:

provide landing of mulberry saplings in one row at the edges of fields of placement of crops in 2024 - 2027 according to appendix No. 2;

determine the personal responsibility for complete placement on electronic trade platform of "E-auksion" of land suitable for landing of mulberry saplings, for their transfer to lease for the purpose of creation of new mulberry plantations, and also timely accomplishment of the forecast indicators specified in appendix No. 2 to the Presidential decree of the Republic of the President of June 1, 2023 No. UP-85 "About Additional Measures for Support of Nadomnichestvo in the field of Silkworm Breeding and to Further Expansion of Food Supply for Cultivation of Silkworm".

5. Establish procedure according to which for the purpose of step-by-step finishing seasonal employment in the field of silkworm breeding to 2 million people by 2027:

The committee of family and women and the Ministry of employment and reducing poverty together with Council of Ministers of the Republic Karakalpakstani khokimiyats of areas quarterly represent to Committee lists of the unemployed and unoccupied population, including women;

The committee on the basis of the specified list together with shelkovodchesky clusters will organize rates on training in agrotechnology of cultivation of silkworm and skills of its conversion;

employment of persons which successfully ended these rates is provided in priority procedure due to creation of new mulberry plantations on 105 thousand hectares of land area and landing of new mulberry saplings at the edges of fields.
