Cabinet of Ministers of Ukraine decides:

1. Create Strategic investment council in structure according to appendix.

2. Approve the enclosed Regulations on Strategic investment council.

Regulations on Strategic investment council

1. The strategic investment council (further - Council) is temporary advisory advisory body of the Cabinet of Ministers of Ukraine.

2. Council in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Supreme Council of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main objectives of Council are:

1) assistance to ensuring coordination of actions of executive bodies concerning coordination of strategic priorities of implementation of public investments;

2) preparation of offers on single project portfolio of implementation of public investments;

3) preparation of offers on increase in efficiency of implementation of public investments;

4) preparation of suggestions for improvement of the legislation concerning implementation of public investments.

4. Council according to the tasks assigned to it:

1) is carried out by monitoring of condition of the solution of the tasks connected with strategic priorities of implementation of public investments;

2) is carried out by the analysis of the state of affairs and origins of problems in the course of implementation of public investments, and also prepares and submits proposals on the solution of the revealed problems for consideration of the Cabinet of Ministers of Ukraine;

3) is provided by discussion of topical issues of coordination of strategic priorities of implementation of public investments;

4) promotes research and distribution of positive experience of foreign states concerning implementation of public investments;

Gives 5) to the Cabinet of Ministers of Ukraine developed by results of the work of the offer (recommendation).

5. Council has the right:

To receive 1) in accordance with the established procedure from executive bodies, local government bodies, the companies, organizations and the organizations information necessary for accomplishment of the tasks assigned to it;

2) to recruit in the work representatives of executive bodies, People's Deputies of Ukraine, local government bodies, the companies, organizations and the organizations (in coordination with their heads), and also independent experts, representatives of the public and media (in consent);

To form 3) in case of need for accomplishment of the tasks assigned to it working groups;

4) to organize holding of conferences, meetings at round table, meetings and other actions.

6. Council during accomplishment of the tasks assigned to it interacts with executive bodies, local government bodies, public associations of the Gipsy ethnic minority, human rights organizations, the international non-governmental organizations, the companies, organizations and the organizations.

7. The official structure of Council approves the Cabinet of Ministers of Ukraine.

Council is headed by the chairman who approves its members and makes in case of need changes to it.

The chairman of the board has deputies.

The secretary of Council is the first deputy of the Minister of Economic Affairs.

8. Form of work of Council are the meetings held according to the decision of its chairman.

The meeting of Council is held by its chairman, and in case of its absence - one of vice-chairmen.

The chairman of the board can make the decision on holding meeting in real time (online) with use of the appropriate technical means, in particular on the Internet, or on participation of the member of council in such mode in meeting.

Preparation of materials for consideration at meetings of Council is provided by Ministry of Economics.

The meeting of Council is considered competent if at it there are more than a half of his members.

9. At the meetings Council develops offers (recommendation) about the questions which are within its competence.

Offers (recommendation) are considered approved if more than a half of the members of council who are present at meeting voted for them.

In case of equal distribution of voices the chairman's voice at meeting is decisive.

Offers (recommendation) of Council are drawn up by the minutes which are signed by the chairman at meeting and the secretary and goes to all members of council and the Cabinet of Ministers of Ukraine.

The member of council who does not support the offer (recommendation) can state in writing the separate opinion which is applied to the minutes.

10. Offers (recommendation) of Council can be realized by adoption by the Cabinet of Ministers of Ukraine of the decision which draft is introduced by executive body according to the powers.

11. Organizational technical supply of meetings of Council performs the Secretariat of the Cabinet of Ministers of Ukraine, information and analytical ensuring activities of Council performs Ministry of Economics.
