Cabinet of Ministers of Ukraine decides:

1. Create Strategic investment council in structure according to appendix.

2. Approve the enclosed Regulations on Strategic investment council.

Regulations on Strategic investment council

1. The strategic investment council (further - Council) is temporary advisory advisory body of the Cabinet of Ministers of Ukraine.

2. Council in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Supreme Council of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main objectives of Council are:

1) assistance to ensuring coordination of actions of executive bodies concerning coordination of strategic priorities of implementation of public investments;

1-1) approvals of the mid-term plan of priority public investments and Single project portfolio of implementation of public investments;

1-2) considerations of industry (sectoral) strategy, offers on strategic priorities of implementation of public investments;

2) It is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 04.03.2025 No. 246

3) preparation of offers on increase in efficiency of implementation of public investments;

4) preparation of suggestions for improvement of the legislation concerning implementation of public investments.

4. Council according to the tasks assigned to it:

1) is carried out by the analysis of the state of affairs and origins of problems in the course of implementation of public investments, and also prepares and submits proposals on the solution of the revealed problems for consideration of the Cabinet of Ministers of Ukraine;

Considers 2) and approves the mid-term plan of priority public investments of the state;

Considers 3) and approves the Single project portfolio of public investments of the state;

Considers 4) and approves the summary monitoring report on implementation of the mid-term plan of priority public investments of the state;

5) considers offers and recommendations of the interdepartmental commission on distribution of public investments;

Represents 6) to the Interdepartmental working group on preparation of public investment projects of the offer (recommendation) about the questions carried to competence of Council;

7) considers offers on inclusion in the Single project portfolio of public investments of the state of public investment projects and/or programs of the public investments which took place expert evaluation;

8) performs consideration and coordination of topical issues of determination of strategic priorities in the sphere of public investments;

9) promotes research and distribution of positive experience of foreign states concerning implementation of public investments;

Gives 10) to the Cabinet of Ministers of Ukraine developed by results of the work of the offer (recommendation).

5. Council has the right:

To receive 1) in accordance with the established procedure from executive bodies, local government bodies, the companies, organizations and the organizations information necessary for accomplishment of the tasks assigned to it;

2) to recruit in the work representatives of executive bodies, People's Deputies of Ukraine, local government bodies, the companies, organizations and the organizations (in coordination with their heads), and also independent experts, representatives of the public and media (in consent);

To form 3) in case of need for accomplishment of the tasks assigned to it working groups;

4) to organize holding of conferences, meetings at round table, meetings and other actions.

6. Council during accomplishment of the tasks assigned to it interacts with executive bodies, local government bodies, public associations of the Gipsy ethnic minority, human rights organizations, the international non-governmental organizations, the companies, organizations and the organizations.

7. The official structure of Council approves the Cabinet of Ministers of Ukraine.

Council is headed by the chairman who approves its members and makes in case of need changes to it.

The chairman of the board has deputies.

The secretary of Council is the first deputy (deputy) of the Minister of Economic Affairs, the environment and agricultural industry.

8. Form of work of Rada are the meetings held according to the decision of its chairman, but at least once a quarter.

The meeting of Council is held by its chairman, and in case of its absence - one of vice-chairmen.

The chairman of the board can make the decision on holding meeting in real time (online) with use of the appropriate technical means, in particular on the Internet, or on participation of the member of council in such mode in meeting.

Vice-chairmen can initiate holding meeting of strategic investment council by the address to the secretary of Council for decision making by its chairman.

Materials for meeting are created according to proposals of members of council and shall contain the draft of the agenda, information and analytical materials and offers to the minutes.

Preparation of materials for consideration at meetings of Council is provided by Ministry of Economics.
