1. Approve the enclosed Rules of work, maintenance, provision of access and ensuring information exchange between single digital platform of employment "Electronic employment exchange" and the automated information system "Labor market".

2. Recognize invalid:

1) the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of February 22, 2019 No. 92 "About approval of Rules of the organization of maintenance of the state information portal "Electronic employment exchange" (it is registered in the Register of state registration of regulatory legal acts at No. 18343);

2) the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of September 30, 2020 No. 385 "About introduction of amendments to the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of February 22, 2019 No. 92 "About approval of Rules of the organization of maintenance and functioning of the state Internet resource "Employment exchange" (it is registered in the Register of state registration of regulatory legal acts at No. 21343).

3. To provide to department of employment of the population of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. These rules of work, maintenance, provision of access and ensuring information exchange between single digital platform of employment "Electronic employment exchange" and the automated information system "Labor market" (further - Rules) are developed according to subitem 79-1) of Item 15 of the Regulations on the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan and determine operating procedure, maintenances, provisions of access and ensuring information exchange between information systems in the sphere of employment of the population.

2. In Rules the following basic concepts are used:

1) information - the information about persons, objects, facts, events, the phenomena and processes fixed in any form, constituted or received by owners of information and which is available at their order;

2) the operational center of information security - the legal entity or structural division of the legal entity performing activities for protection of electronic information resources, information systems, networks of telecommunications and other objects of informatization;

3) vacancy - free workplace (position) at the employer;

4) the center of labor mobility - the legal entity created by local executive body of area, city of republican value and the capital for the purpose of development and implementation of measures of assistance of employment;

5) the center of development of manpower - the legal entity created according to the decision of the Government of the Republic of Kazakhstan under authorized state body, providing information and analytical maintenance of the labor market, active measures of assistance of employment, methodological support of employment services, development and maintenance of unified information system of the social and labor sphere;

6) accounting record (account) - data set, stored in the software and (or) system of digital platform of employment containing the data necessary for identification of the user for the purpose of provision to it access;

7) the center of recognition of professional qualifications - the legal entity accredited according to the procedure, established by the legislation of the Republic of Kazakhstan, the performing recognition of professional qualifications;

8) the candidate applying for recognition of professional qualification - the physical person who addressed voluntarily, independently or in the direction of the employer for recognition of its professional qualification;

9) career center - the branch of the center of labor mobility performing accomplishment of its functions in areas, the cities of regional and republican value, the capital;

10) the user - the subject of informatization using objects of informatization for accomplishment of specific function and (or) task;

11) registered persons - the citizens registered as persons who are looking for work and the unemployed;

12) the owner of information systems in the sphere of employment of the population - The Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan (further - authorized body).

3. Information systems in the sphere of employment of the population are:

1) the automated information system "Labor market" (further - AIS "Labor market");
