3) persons who have the right to act as customs applicants of the goods imported on the territory of the port, logistic site when placing under customs procedure of STZ, and the goods which are exported from the territory of the port, logistic site in case of completion of action of customs procedure of STZ, based on Item 3 of article 202 of shopping Mall EEU (further - the customs applicant);

4) persons who are not residents or participants who have the right to perform construction and (or) installation contract works in the territory of the port, logistic site by which the goods placed under customs procedure of STZ, and (or) the goods made (received) of such goods without completion of action of customs procedure of STZ according to the subitem 1 of Item 8 of article 205 of shopping Mall EEU and (or) which perform in sea, river port, the airport, within railway stations of function on safety of navigation, safety of flights of aircrafts, safety of railway service, safety of operation of infrastructure facilities of sea, river port, the airport, railway stations or other functions connected with implementation of activities in sea, river port, the airport on rail transport (further - the nonresident) can be transferred;

5) administration of the airports, sea, river ports, railway stations, the territories (part of the territory) of which are in limits of port, logistic sites, other transport enterprises (further - Administration of transport enterprise);
