According to article 2 of the Federal Law "About introduction of amendments to article 1 of the Federal law "About Features of Obligation Fulfillment according to Credit Agreements (Loan Agreements) Persons Which Are Called Up for Military Service on Mobilization in the Armed Forces of the Russian Federation, Persons Participating in Special Military Operation and also Members of Their Families and about Modification of Separate Legal Acts of the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Rules of compensation to creditors of 50 percent of the half-received income in connection with discharge of separate categories of borrowers based on part 18.1 of article 1 of the Federal law "About Features of Obligation Fulfillment according to Credit Agreements (Loan Agreements) Persons Which Are Called Up for Military Service on Mobilization in the Armed Forces of the Russian Federation, Persons Participating in Special Military Operation and also Members of Their Families and about Modification of Separate Legal Acts of the Russian Federation".

2. To the Federal Treasury not to perform treasurer maintenance of the means transferred to legal entities under the agreements signed with ДОМ.РФ joint-stock company within implementation of actions, provided by the Rules approved by this resolution.

2. According to these rules compensation of the half-received income to creditors is performed according to the credit agreements signed with borrowers, information on whom is submitted to society within terms and in form which are determined by these rules, within the funds allocated to society for this purpose from the federal budget and (or) determined by the Government of the Russian Federation of other sources.

3. Compensation of the half-received income to creditors is performed by society monthly payments once for each grace period concerning each credit agreement in case of compliance to conditions, stipulated in Item 4 these rules, since the calendar month following after month in which society receives the means specified in Item 2 of these rules.

4. Compensation of the half-received income to creditors is performed in case of accomplishment of all following conditions:

b) on the date of entry into force of the Federal Law "About introduction of amendments to article 1 of the Federal law "About Features of Obligation Fulfillment according to Credit Agreements (Loan Agreements) Persons Which Are Called Up for Military Service on Mobilization in the Armed Forces of the Russian Federation, Persons Participating in Special Military Operation and also Members of Their Families and about Modification of Separate Legal Acts of the Russian Federation" of the obligation of the borrower according to the credit agreement are not stopped, including in connection with their execution;

c) the borrower submits to the creditor the documents confirming availability of the bases for provision of grace period and date of its termination.

5. Check of compliance of the borrower to conditions, stipulated in Item 4 these rules, is performed by the creditor.

6. For receipt of compensation of the half-received income creditors no later than the 10th working day of every month submit in society the application in form according to appendix No. 1 (further - the application) signed by the creditor's head (authorized by it person) with indication of data on credit agreements according to which grace period is ended.

In case of signing of the statement by the authorized person of the creditor the documents confirming powers of the specified authorized person are submitted to society along with the statement.

Creditors bear responsibility for reliability of the documents and data represented to society.

7. The agreement on transfer by society to the creditor of funds for compensation of the half-received income is signed by exchange between society and the creditor of the statement and the notification specified in Item 8 of these rules.

The subject of this agreement is determined in accordance with the terms of the statement and the specified notification, and also according to stipulated in Item 14 these rules conditions and procedure for information exchange of society and creditors.

8. Society checks the documents provided by the creditor the statement and attached to it specified in Item 6 of these rules (further - documents), for compliance to conditions of these rules and in case of establishment of such compliance makes the decision on compensation of the half-received income and directs to the creditor the notification in form according to appendix No. 2 with money transfer in compensation amount of the half-received income to the bank account of the creditor specified in the statement within 7 working days after day of decision making about compensation of the half-received income.

9. In case of discrepancy of the documents provided by the creditor of the statement and attached to it to the conditions established by these rules, society makes the decision on refusal in compensation of the half-received income and within 7 working days after day of adoption of such decision sends to the creditor the notification on it with indication of cause of failure in the form determined by society.

The refusal of society in compensation of the half-received income does not interfere with the creditor no later than the 10th working day from the date of receipt of the notification specified in this Item in time again to file in society petition according to the same credit agreements after elimination of cause of failure.

10. In case of non-compliance by the creditor with the conditions established by these rules the money received by the creditor from society as compensation of the half-received income is subject to return to society within 5 working days from the date of receipt of the written requirement of society about return of such means.
