About measures for development of nuclear power in the Republic of Uzbekistan

The active investment policy performed in the country directed to expansion acting and creation of new production capacities, and also large-scale works on improvement of level and quality of life of the population require providing energy resources with reliable sources, requirement in which increases from year to year.

At the same time the needs of economy and the population of the republic for energy resources become covered now due to use of unrenewable energy resources, mainly hydrocarbonic raw materials which resources are limited. At the same time, having huge inventories of uranium raw materials, the potential of nuclear power is almost not involved in the country.

For the purpose of satisfaction of the growing needs of the population and national economy for electrical energy, and also ensuring steady power supply due to increase in the generating capacities, diversification of the energy sector, peaceful use of atomic energy and implementation of the advanced innovative technologies in this direction:

1. Create the Agency on atomic energy under the Cabinet of Ministers of the Republic of Uzbekistan (further - the Uzatom Agency).

Determine that the Uzatom Agency:

it is financed by the means of the Government budget of the Republic of Uzbekistan and other sources which are not prohibited by the legislation.

2. Determine the main objectives and activities of the Uzatom Agency in the field of peaceful use of atomic energy:

preparation of offers on the priority directions of state policy in the field of peaceful use of atomic energy, including development of regulatory legal acts;

development and implementation of state programs of development of nuclear power in the Republic of Uzbekistan, investment attraction, including foreign, for projects implementation in the field of nuclear power;

the conclusion of agreements and agreements on designing, construction and operation of objects of nuclear power with implementation of the modern technologies and the equipment meeting the international requirements of industrial and ecological safety;

preparation and realization of complex measures for development of atomic science and nuclear technologies, projects of basic researches, scientific and prospecting, developmental and innovative works, implementation of advanced technologies;

ensuring development and safe functioning of research and power atomic reactors, nuclear and physical installations, Items of storage of nuclear materials and radiation sources, burials of radioactive waste;

enhancement of system of radiation and nuclear safety of objects of the republic with development together with other ministries and departments of the actions plan of the prevention of nuclear accidents and radiation emergencies;

ensuring non-proliferation of nuclear materials and technologies, radioactive materials, implementation of actions on physical protection and ensuring nuclear and radiation safety;

the organization of system of preparation, retraining and advanced training of personnel, including at the leading foreign institutes;

implementation of international cooperation and interaction with International Atomic Energy Agency, European Atomic Energy Community and other international organizations;

development together with the interested ministries and departments of cooperation with the international financial institutions, the donor countries, the companies and banks for the purpose of attraction of foreign investments and advanced technologies to the sphere of nuclear power.

3. Form under the Uzatom Agency Scientific and technical and advisory council with inclusion in its list of representatives of the Security Council to the President of the Republic of Uzbekistan, the Ministry of Emergency Situations of the Republic of Uzbekistan, the Ministry of ecology, environmental protection and climate change of the Republic of Uzbekistan, Academy of Sciences, Committee of industrial, radiation and nuclear safety to the Cabinet of Ministers, the Ministries of Health of the Republic of Uzbekistan, other interested ministries and departments, and also the international experts in the field of development of nuclear power.

Determine that decision making on strategic questions of development of nuclear power is performed on the basis of the conclusions of Scientific and technical and advisory council of the Uzatom Agency.

4. To the Cabinet of Ministers of the Republic of Uzbekistan:

to develop and introduce to week time in accordance with the established procedure the draft of the resolution of the President of the Republic of Uzbekistan on the organization of activities of the Agency on development of nuclear power under the Cabinet of Ministers of the Republic of Uzbekistan;

till October 1, 2018 to develop and introduce in accordance with the established procedure in Legislative house of Oliy Majlis of the Republic of Uzbekistan the bill of the Republic of Uzbekistan "About use of atomic energy in the peace purposes".

5. To provide to the Uzatom agency, Academy of Sciences of the Republic of Uzbekistan, the State committee on investments together with the interested ministries and departments preparation and introduction for approval:

till December 20, 2018 - the draft of the Concept of development of nuclear power in the Republic of Uzbekistan for 2019 - 2029 (further - the Concept);

till June 1, 2019 - portfolio of investment projects on development of nuclear power in the Republic of Uzbekistan according to the developed Concept;

till November 1, 2019 - the draft of the State program of development of nuclear power in the Republic of Uzbekistan for 2019 - 2029 (further - the Program), and also package of measures for ensuring timely implementation of the Concept and the Program.

In case of project development of the Concept and Program to pay special attention on the solution of the following questions:

complex vision and strategic tasks on realization of the priority directions of development of nuclear power in the Republic of Uzbekistan;

construction of facilities of nuclear power and the corresponding infrastructure using the modern advanced technologies providing the high level of industrial and ecological safety;

the organization of supervision of nuclear and radiation safety, including waste recycling and storage of spent nuclear fuel;

training of specialists in the highest educational institutions of the Republic of Uzbekistan and abroad, and also their training in the leading foreign companies in the field of nuclear power.

6. To the ministry of the higher and secondary vocational education together with the Uzatom Agency, the Ministry of Economics and the Ministry of Finance till December 1, 2018 to make offers in the Cabinet of Ministers of the Republic of Uzbekistan:

on acceptance quotas in National university of Uzbekistan of Mirzo Ulugbek and the Samarkand state university for training of high qualification in the field of nuclear power;

on training and passing of training of students in foreign educational institutions on specific specialties of nuclear power.

7. To the ministry of investments and foreign trade together with the Ministry of Finance in the Ministry of Economic Development and reducings poverty of the Republic of Uzbekistan, other interested departments to ensure system functioning with foreign (international) financial institutions and other foreign donors on attraction of the credits and grants for development of nuclear power.
