About measures for radical enhancement of management system fuel and energy industry of the Republic of Uzbekistan

In recent years in the country the large-scale reforms aimed, first of all, at the accelerated development of all industries of economy, increase in investment appeal and business activity, expansion of production and service industry are undertaken.

At the same time, number of system problems in the organization of public administration in the field of power interferes with effective realization of the planned reforms and the accelerated innovative development of the country, in particular:

the first - the lack of coordination and system approach of questions of the integrated development of industries of fuel and energy complex and diversification of power sources increases risks of steady power supply of industries of economy and the population of the country taking into account their growing requirement;

the second - directive management model the organizations of energy industry, excessive administrative regulation of financial and economic activities of the companies, and also irrational use of manpower reduce efficiency and effectiveness of their work, lead to increase in non-productive expenses and costs per unit of the developed energy;

third - lack of healthy competitive environment, availability of the considerable quasi-public sector and the conflict of the state and commercial interests, not associativity of measures of tariff regulation to investment policy negatively influence investment appeal of the fuel and energy sphere;

the fourth - development of industry is limited to system-wide problems, such as high wearing of the equipment and slow rates of updating of the corresponding infrastructure, operation of the equipment, installations, gas pipelines and power lines with violation of service life, unstable financial position, low level of implementation of resource-and energy-saving technologies that leads to increase in technology losses and systematic interruptions in deliveries of fuel and energy resources, especially on places;

the fifth - weak work on implementation of the automated planning systems of resources of the companies, control and accounting of the delivered energy resources and other modern information and communication technologies in the companies of industry leads to high losses to supply of energy resources to consumers and violations in system of settlement.

For the purpose of ensuring the accelerated development and implementation of effective management system with energy industry, increase in its competitiveness and investment appeal, and also according to the tasks determined by the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021 and the Concept of administrative reform in the Republic of Uzbekistan:

1. Determine the main directions of further development of fuel and energy industry of the Republic of Uzbekistan:

first, realization of the single energy policy aimed at providing energy security of the country and satisfaction of the growing need of industries of economy and the population of the country for energy resources;

secondly, differentiation of functions of state regulation and economic activity in the field of power, enhancement of legal and institutional base social and public-private partnership, development of accurate market mechanisms of implementation of tariff policy and promotion on this basis of the principles of healthy competitive environment;

thirdly, creation of conditions for active investment attraction, first of all straight lines foreign, in construction of infrastructure facilities, and also upgrade, technical and technology modernization of the companies of industry;

fourthly, carrying out state policy in the field of energy saving and decrease in power consumption of economy, stimulation of active implementation in industries of economy and the household sector of the advanced resource-and energy-saving technologies, broad development of alternative energy sources;

fifthly, widespread introduction at the companies of energy industry of the modern automation equipment of engineering procedures, systems of accounting of amounts of production, delivery, consumption of energy resources;

sixthly, optimization of management system by the companies of industry, their structures and divisions, implementation of modern methods of the organization of work and target indicators (quality management, the indicative planning) directed to achievement of specific results.

2. Form the Department of Energy of the Republic of Uzbekistan (further - the Ministry), having determined it the main objectives:

development and realization of single state policy in the fuel and energy industry aimed at providing energy security of the Republic of Uzbekistan, steady supply of industries of economy and the population of the country with fuel and energy resources, broad promotion and development of renewable energy resources;

implementation of state regulation behind production, transfer, distribution and consumption of electrical and heat energy, coal, and also behind production, conversion, transportation, distribution, realization and use of oil, gas and products of their conversion;

implementation of single normative and legal and technical regulation of the sphere of power in the republic;

creation and development of the balanced system of strategic planning and development of fuel and energy complex, increase and diversification of production of energy resources, development of interconnected short-term, mid-term and long-term forecasts of production, delivery and consumption of all types of energy resources, and also target programs of complex development of energy industry;

increase in investment appeal of fuel and energy industry due to development of public-private partnership, enhancement of the tariff policy stimulating forming of favorable competitive and business environment in the market of energy resources;

coordination of implementation of investment projects in fuel and energy industry, active attraction of private equity in processes of extraction and production of energy resources, adjustment of cooperation with the international financial institutions, the donor countries, the companies, banks and other structures;

assistance to implementation of modern corporate management methods in the field of power, the advanced information and communication technologies and automated control systems, accounting and control, providing on this basis of increase in management efficiency and cost reduction of production, transparency of financial and economic organization activity of energy industry;

stimulation of implementation in production processes of the organizations of oil and gas and electrical power industries of innovative technologies, increase in level of energy efficiency and economy of energy resources;

the organization of system work on preparation, advanced training and retraining of technical and managerial personnel in the field of power.

3. Determine the Ministry authorized state body on:

implementation of production sharing agreements on the questions connected with the main directions it activities;

realization of single state policy in the field of use of renewable energy resources;

to implementation of modern energy efficient and energy-saving technologies in state bodies and the organizations, and also to implementation of monitoring of efficiency of consumption of energy resources.
