About some questions of Administration of the President of the Russian Federation
(Extraction)

For the purpose of enhancement of activities of Administration of the President of the Russian Federation I decide:

1. Form as a part of Administration of the President of the Russian Federation:

a) Management of the President of the Russian Federation concerning monitoring and the analysis of social processes;

b) Management of the President of the Russian Federation concerning national sea policy;

c) Management of the President of the Russian Federation concerning forming and activities of the State Council of the Russian Federation;

d) Management of the President of the Russian Federation on state policy in the humanitarian sphere;

e) Management of the President of the Russian Federation on state policy in the defense industry complex sphere.

2. Abolish Presidential Directorate for Supporting Activities of the State Council of the Russian Federation.

3. Approve the enclosed list of independent divisions of Administration of the President of the Russian Federation.

4. To the head of Administration of the President of the Russian Federation:

a) in 3-month time:

submit for approval projects of regulations on Management of the President of the Russian Federation concerning monitoring and the analysis of social processes, Management of the President of the Russian Federation concerning national sea policy, Management of the President of the Russian Federation concerning forming and activities of the State Council of the Russian Federation, Management of the President of the Russian Federation on state policy in the humanitarian sphere, Management of the President of the Russian Federation on state policy in the defense industry complex sphere;

provide offers on reduction of acts of the President of the Russian Federation to compliance with this Decree;

b) hold necessary organizational and regular events according to this Decree.

5. Determine that employees of independent divisions of Administration of the President of the Russian Federation before completion of the relevant organizational and regular activities continue in case of their consent execution of service duties on earlier replaced positions.

6. Bring in the Presidential decree of the Russian Federation of March 25, 2004 No. 400 "About Administration of the President of the Russian Federation" (The Russian Federation Code, 2004, No. 13, Art. 1188; 2005, No. 9, Art. 709; 2010, No. 3, Art. 274; No. 8, Art. 838; 2012, No. 24, Art. 3138; No. 26, Art. 3498; No. 27, Art. 3675; No. 28, Art. 3881; No. 43, Art. 5817; 2013, No. 7, Art. 632; No. 49, Art. 6399; 2015, No. 11, Art. 1585; 2018, No. 25, Art. 3646; No. 41, Art. 6223; 2023, No. 27, Art. 4980) following changes:

a) state Item 2 in the following edition:

"2. Create Administration of the President of the Russian Federation as a part of the Head of Administration of the President of the Russian Federation, other officials and independent divisions according to regulations on Administration of the President of the Russian Federation.";

b) Items 3 - 6 to recognize invalid;

c) declare appendix invalid.

7. Bring in the Regulations on Administration of the President of the Russian Federation approved by the Presidential decree of the Russian Federation of April 6, 2004 No. 490 "About approval of the Regulations on Administration of the President of the Russian Federation" (The Russian Federation Code, 2004, No. 15, Art. 1395; No. 24, Art. 2392; 2005, No. 32, Art. 3272; 2007, No. 13, Art. 1530; 2010, No. 3, Art. 274; 2013, No. 7, Art. 632; 2015, No. 11, Art. 1585; 2016, No. 35, Art. 5302; 2018, No. 25, Art. 3647; 2020, No. 4, Art. 347; No. 10, Art. 1322; 2022, No. 18, Art. 3053; 2023, No. 27, Art. 4980; Official Internet portal of legal information (www.pravo.gov.ru), 2024, on May 14, No. 0001202405140002), following changes:

a) from paragraph two of Item 3 of the word "the special representative of the President of the Russian Federation on development of trade and economic relations with Ukraine" to exclude;

b) add with Item 3 (1) the following content:

"3(1). The list of independent divisions of Administration affirms the President of the Russian Federation.";

c) the twentieth Item 5 to state the paragraph in the following edition:

"ensuring activities of Security Council of the Russian Federation, State Council of the Russian Federation, advisory and consultative bodies in case of the President of the Russian Federation;";

d) from the paragraph of third Item 7 of the word "the special representative of the President of the Russian Federation on development of trade and economic relations with Ukraine" to exclude;

e) state Item 9 in the following edition:

"9. First Deputy Heads of Administration and deputy managers of Administration at the request of the Head of Administration perform personnel appointments in Administration, resolve other organizational matters, and also publish administrative decrees concerning its activities according to distribution of obligations and according to the procedure, established by the Head of Administration.";

e) add with Item 9 (1) the following content:

"9(1). One of First Deputy Heads of Administration at the request of the Head of Administration in case of its temporary absence fulfills its duties.";

g) to state the paragraph of the sixth of Item 11 in the following edition:

"provide according to the decision of the President of the Russian Federation or the Head of Administration activities of the State Council of the Russian Federation, advisory and consultative bodies in case of the President of the Russian Federation;";

h) add with Item 12 (1) the following content:

"12(1). Advisers to the President of the Russian Federation have the right by preparation of reports to the President of the Russian Federation to request information on the questions carried to their competence from federal ministers and heads of other federal executive bodies.";

i) add with Item 12 (2) the following content:

"12(2). Coordination of activities of Advisers to the President of the Russian Federation can be assigned to First Deputy Heads of Administration, deputy managers of Administration, the deputy manager of Administration - the Russian President's Press Secretary, special advisors to the president of the Russian Federation, including special advisors to the president of the Russian Federation - chiefs of managements of the President of the Russian Federation.";

j) add with Item 15 (1) the following content:

"15(1). Activities of plenipotentiaries of the President of the Russian Federation in federal districts are coordinated by the Head of Administration, and activities of Russian President's Plenipotentiaries in the Federation Council of Federal Assembly of the Russian Federation, the State Duma of Federal Assembly of the Russian Federation, the Constitutional Court of the Russian Federation - one of First Deputy Heads of Administration.".

8. Recognize invalid separate provisions of presidential decrees of the Russian Federation according to the list according to appendix.

9. This Decree becomes effective from the date of its signing.
