About measures for the organization of open dialogue of the President of the Republic of Uzbekistan with entrepreneurs

For the purpose of the organization at the high level of open dialogue of the President of the Republic of Uzbekistan with entrepreneurs (further - open dialogue) who is carried out annually on direct studying of problems and proposals of entrepreneurs and determination of the main directions of the subsequent development of entrepreneurship:

1. Create:

The republican commission on the organization of open dialogue of the President of the Republic of Uzbekistan with entrepreneurs (further - the Republican commission) in structure according to appendix No. 1;

the working groups on studying and the problem resolution of entrepreneurs in regions (further - regional working groups) in standard structure according to appendix No. 2.

2. Determine the main objectives of the Republican commission:

operational and high-quality implementation of the organizational actions connected with carrying out at the high level of open dialogue, coordination of activities of expert groups, regional working groups, the responsible ministries and departments in this direction;

the organization of the round-the-clock acceptance and generalization of addresses and proposals of entrepreneurs, identification of system problems and development of offers on their elimination, and also the operational decision on places of single questions of entrepreneurs;

the organization in regions of weeks of dialogue with entrepreneurs, forming of offers on the place and date of open dialogue, the list of his participants, and also determination of actions for broad celebration of Day of entrepreneurs.

3. Republican commission (D. Kuchkarov, Zh. Hodzhayev):

a) annually till June 15:

within open dialogue to form the Republican headquarters on the round-the-clock acceptance and generalization of addresses of entrepreneurs consisting of the staff of the responsible ministries and departments and also regional working groups and expert groups on the directions according to appendix No. 3;

approve the media plan for the organization of press conferences, round tables, weeks of dialogue with participation of Public council for support of entrepreneurship for the President of the Republic of Uzbekistan (further - Public council), heads of the ministries and departments, investors and entrepreneurs having potential and also preparation of infographics and videos;

b) annually till July 15 to make offers on the place, date of open dialogue and actions in Administration of the President of the Republic of Uzbekistan, subject to implementation.

To the agency of information and mass communications, National news agency of Uzbekistan, National broadcasting company of Uzbekistan, Chamber of Commerce and Industry on the basis of the media plan to organize work on extended coverage of the carried-out works within open dialogue and their results in mass media, the Internet and social networks.

4. Establish procedure according to which annually since June 15 before carrying out open dialogue:

a) Republican headquarters (D. Vakhabov):

will organize the round-the-clock acceptance of addresses of entrepreneurs by means of special electronic platforms, service Sall-center under Chamber of Commerce and Industry, social networks and exit acceptances;

daily sends appeals of entrepreneurs to expert groups and regional working groups and enters summary information on results of consideration of appeals to the Republican commission;

carries weekly out discussion of the system problems revealed on the basis of addresses of entrepreneurs in Public council brings in Administration of the President of the Republic of Uzbekistan and the Republican commission of the offer on their decision;

b) expert groups analyze the system problems revealed on the basis of addresses of entrepreneurs weekly make offers on their decision to the Republican headquarters;

c) regional working groups:

daily provide the decision on places of the questions of individual nature which arrived from entrepreneurs;

5. To Chamber of Commerce and Industry (D. Vakhabov):

a) together with the Representative for protection of the rights of entrepreneurs and the Ministry of digital technologies in two weeks to start the electronic platform "Open Dialogue with Entrepreneurs" (further - electronic platform) giving opportunity of acceptance, generalization and control of addresses within open dialogue, and also placement of results of open dialogue and the adopted acts of the legislation;

b) together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent:

annually till June 15 to resolve issue of placement of the Republican headquarters, expert groups, regional working groups and providing them by the necessary material equipment;

annually till August 1 to introduce in accordance with the established procedure in the Commission on the state awards and heraldry in case of the President of the Republic of Uzbekistan the candidate list to the breastplate "Faol tadbirkor" from among entrepreneurs, being example of success in business and social activity.

6. To the representative for protection of the rights of entrepreneurs (D. Kasimov) together with Chamber of Commerce and Industry (D. Vakhabov) to integrate information portal "The virtual office of the entrepreneur" with electronic platform in a month, to regularly exercise control of timely and high-quality consideration of the addresses which arrived within open dialogue and also to apply effective measures of impact on the facts of offenses.

7. The republican commission (D. Kuchkarov, Zh. Hodzhayev) annually in three-day time after carrying out open dialogue to introduce to Administration of the President of the Republic of Uzbekistan the draft decision on realization of the tasks determined during open dialogue of the President of the Republic of Uzbekistan with entrepreneurs.

8. Approve the scheme of the organization of open dialogue of the President of the Republic of Uzbekistan with entrepreneurs according to appendix No. 4.

9. Take into consideration that open dialogue of the President of the Republic of Uzbekistan with entrepreneurs in 2024 is carried out in the Republic of Karakalpakstan.

10. To the deputy prime minister Zh. A. Hodzhayev together with the Ministry of investments, industry and trade, the Ministry of Foreign Affairs, Chamber of Commerce and Industry interested in the ministries and departments:

provide in August, 2024 the organization in the Republic of Karakalpakstan of the international business forum, attraction in cooperation with ambassadors of the Republic of Uzbekistan in the foreign states of the investors having potential, and also implementation of the accepted arrangements;
