No. 68-76, 143), with subsequent changes, Item 1) parts (40) Regulations on enforcement of the Customs code approved by the Order of the Government No. 92/2023 (The official monitor of the Republic of Moldova, 2023, 193), with subsequent changes, I ORDER to Art. No. 93-96,:

1. Approve Rules of use and filling of the way bill according to appendix.

2. To confer responsibility for execution of this order on chiefs of customs.

3. To impose control of execution of this order on Department of the income and customs control, Management on the organization of customs control and assistance to trade.

4. Publish this order in the Official monitor of the Republic of Moldova.

Rules of use and filling of the way bill

I. General provisions

1. The official of customs post fills in the way bill in the following cases:

a) for goods control, delivered by economic operators from east regions of the Republic of Moldova for the room under customs procedure of export, re-export or temporary export, between internal post of customs control (PVIK) and internal customs post, within customs post, and also for goods control, intended for economic operators from east regions of the Republic of Moldova, between internal customs post and PVIK, within customs post, after customs clearance of the goods coming from external economic transactions;

b) for supervision of the international mailings transported by the operator of universal postal service (IS "Posta Moldovei");

c) for supervision of the goods placed in free zones, moved between the different territories (subbands) which are components of one free zone irrespective of the radius of activities of customs post.

2. The way bill is not filled in if the transactions specified in Item 1, are performed with use of books of MDP or declarations according to the procedure of transit T1.

3. For the purposes of these rules the customs post of departure is understood as customs post which opens the way bill and is responsible for control of goods to customs post of appointment which, in turn, means the customs post confirming arrival of goods.

4. The official of customs post of departure fills in the way bill for each mode of transport in which all goods loaded and which are subject to transportation from one customs post of departure in one customs post of appointment are listed.

5. The way bill is filled in after sight goods, vehicles and accompanying documents with imposing for the cargo compartment died identifications (customs seals) according to these rules. The same customs seals imposed by customs post of departure on the cargo compartment for observation of goods according to the way bill can be kept for customs observation of these goods in case of their room under customs procedure of export or transit before their export from customs area of the Republic of Moldova if the customs post of appointment does not need carrying out physical customs control.

6. In fields of the module of the way bill it is necessary to specify the following data and information:

The field "Customs Post of Departure" – the code and the name of customs post of departure are brought by the official of customs post designated for opening of transaction of observation according to the way bill according to established procedure.

The field "Storage" – is entered number, serial number and date of storage of the way bill which are automatically generated by system.

The field "Registration" – is entered number, serial number and date of storage of the way bill which are automatically generated by system.

The document type is designated by code according to appendix 20 to the Technical regulation about requirements to data for filling of the customs declaration approved by the order of Customs Service No. 563-O/2023, and also its number and date of issue.

The field "Name and Address of the Consignee" – needs to be specified full name and the address of person to which the carrier delivers load.

Unit of measure codes are specified in the Technical regulation about requirements to data for filling of the customs declaration approved by the order of Customs Service No. 563-O/2023;

c) In the fourth column - it is necessary to specify the total amount exposed for the corresponding line item. This amount shall be expressed in figures with two figures after comma.

d) In the fifth column - it is necessary to specify currency code of the invoice according to the Technical regulation about requirements to the data for filling of the customs declaration approved by the order of Customs Service No. 563-O/2023.

The field "Customs Post of Appointment" - specify code and the name of customs post where it is necessary to show goods for transaction completion.

The field "Representative of Carrier" - enter name, surname and IDNO of the representative of carrier (driver) who shall submit goods on customs post of appointment within the specified term.

Field "Check of Seals, Notes" - The customs officer on customs post of appointment fills the field, specifying whether seals are "whole" or "damaged", depending on circumstances, and also the revealed notes.
