About enhancement of system of acceptance for study in the highest educational organizations and placements of the state order

For the purpose of enhancement of mechanisms of forming of the state order on acceptance for study in the highest educational organizations and allocations of state grants, improvements of the available conditions for receipt of quality education by youth, target orientation of training to the developing industries and spheres of economy:

1. Establish procedure for forming and placement of the state order on training in the highest educational organizations according to which:

a) since acceptance 2024/2025 academic years:

practice of distribution of parameters of the state order by the public highest institutions is cancelled, and the procedure for their approval in the directions of formation of bachelor degree and specialties of magistracy in full-time courses, except for the highest military and the militarized educational institutions takes root;

in distribution of quotas according to the state order the priority is given to knowledge domains on engineering, medical, exact and natural sciences;

the highest educational organizations performing enrollment of students according to the procedure and conditions established for the public highest educational institutions are allowed to participate in distribution of the state order. At the same time the funds allocated for one student in the corresponding direction of formation of bachelor degree are financed in the amount which is not exceeding the average size of expenses falling on one student in the public highest educational institutions to which financial independence is provided;

distribution of quotas of the state grant by the highest educational organizations is performed at the choice and the gained points of the entrants who were registered in the corresponding direction of formation of bachelor degree;

the highest educational organizations according to material and technical resources, the faculty and educational and methodical providing create the parameters of acceptance for the next academic year and represent them to the Ministry of the higher education, science and innovations;

The ministry of the higher education, science and innovations studies justification of parameters of acceptance of the highest educational organizations and brings them in State commission on acceptance in the educational organizations of the Republic of Uzbekistan (further - State commission);

State commission approves general parameters of acceptance in the directions of formation of bachelor degree, by the highest educational organizations, forms and language of training, additional parameters of acceptance for the entrants having privileges, target parameters of acceptance, and also parameters of acceptance of specialties of magistracy with their separation according to state grants and paid and contractual basis by the highest educational organizations and language of training represents them to the Agency according to knowledge and qualifications;

b) since 2024/2025 academic years the share of quota of the state grant in relation to general parameters of acceptance of the highest educational organization for each direction of education affirms State commission by education (the directions of formation of bachelor degree);

c) since 2025 parameters of the state order affirm according to demand forecast on personnel with the higher education created by the Ministry of Economics and finance, the Ministry of employment and reducing poverty for 4 years.

2. Approve the offer of the Ministry of the higher education, science and innovations, the Ministry of Economics and finance and Project office "Center of projects in the field of education" on allocation since 2024/2025 academic years of the state grant to students of the highest educational organizations in the form of the social stimulating grant and the educational grant.

Determine that:

a) the social stimulating grant is allocated to the students accepted for study on the basis of the state grant on the privilege established by the legislation and within target acceptance and also owners of industry and profile grants, grants of state bodies and organizations;

b) the educational grant is selected to the students accepted for study in the highest educational organization within parameters of the state order;

c) the educational grant is selected to the students accepted in bachelor degree and magistracy since 2024/2025 academic years for one academic year. At the same time:

the educational grant is selected to the students at the first year who gained high points at admission examinations according to the quota of the state order allocated to the highest educational organizations;

the educational grant on the second and the subsequent rates is redistributed by the highest educational organization in the differentiated procedure among the students who reached high academic rating rates and showed public activity;

the educational grant is financed in the differentiated procedure and the grant is paid only to the students who won the complete educational grant;

the state grant is provided to the students who are owners of the social stimulating grant for their study in full;

the obligation of working off after the end of study to the students studying at basis of the educational grant is cancelled at least 3 years.

3. Determine that:

a) the minimum lowest passing score of acceptance for study and on paid and contractual basis is determined by State commission taking into account average lowest passing score of the corresponding direction of formation of bachelor degree previous academic year by the state grant;

b) target quotas of acceptance are allocated within parameters of the state order for ensuring needs of regions, spheres and industries in personnel with the higher education. At the same time:

state bodies and the organizations, and also economic societies from shares of the state in authorized fund (authorized capital) of 50 percent and more are customers of target acceptance and represent the needs for personnel to State commission;

target acceptance by regions is performed on competitive basis among the entrants who are constantly living in the respective region (registered in the place of permanent residence) and ended general averages, the average special and professional educational organizations;

between the citizen recommended in students within quota of target acceptance, interested in khokimiyat of the area (city), the industry state body (organization) and the highest educational organization constitutes the quadrilateral agreement. At the same time job security of the student and monitoring of its working off in certain region (organization) after the end of study are assigned to the customer of personnel;

c) since acceptance 2024/2025 academic years general parameters of acceptance on other forms of education in the highest educational organizations are established in the quantity which is not exceeding the acceptance quota determined for full-time courses.

4. Determine that in case of acceptance on specialty of magistracy and specialty of postgraduate education the national or international certificates determining the level of knowledge of foreign language are required on the following levels:

in the directions of foreign languages - it is not lower than the C1 level;
