About additional measures for enhancement of rendering social services to persons which were affected by oppression and violence
For the purpose of ensuring execution of the Plan of practical actions for the direction of creation of worthy conditions for realization of potential of each person Strategiya "Uzbekistan - 2030", quality excellence of the social services rendered to persons which were affected by violence and also guarantees of the rights of women:
1. Approve the offer of the National agency of social protection in case of the President of the Republic of Uzbekistan (further - the Agency) and Committee of family and women about implementation of system of rendering complex of social services to persons which were affected by oppression and violence by the principle "family - makhallya - the area and the region".
2. Determine that since June 1, 2024:
a) the procedure for rendering social and legal services by Inson social service centers (further - the Inson centers) to persons which were affected by oppressions and violence without reclamation of the security order takes root;
b) cases of oppression and violence against women are registered the staff of law-enforcement bodies based on the addresses which arrived on phone number of control room of law-enforcement bodies - "102";
c) within 24 hours from the moment of identification of case of oppression and violence or threat of their making:
with person who made oppression and violence the talk with the assistance of the female activist and the prevention inspector is had waved;
the prevention inspector draws up the security order;
the women who were affected by oppression and violence and their minor children accommodate in the emergency receptions of the central hospitals located in the corresponding territory;
the drawn-up security orders and information about injured persons go to the Inson centers by means of the information system "Single National Social Protection" in real time.3. For the purpose of implementation of system of rendering primary medical services to the persons which were affected by oppression, being in condition of psychological stress to create the round-the-clock rooms of primary help in the hospitals having the emergency reception:
since June 1, 2024 - in the Jizzakh, Navoiy and Khorezm regions;
since October 1, 2024 - in all other regions of the republic.
4. Establish procedure according to which:
a) in rooms of primary help:
the women who were affected by oppression and violence, made attempt at the life or inclined to making of suicide, and also their minor children, for improvement of physical and mental condition for the term of no more than three days accommodate;
appear the emergency first aid, including psychological and psychotherapeutic, and also analyses on availability of infectious diseases are carried out;
b) in the direction of rendering rehabilitation services to the women who were affected by oppression and violence:
in the regional centers of the Republican center of rehabilitation and adaptation of women (further - the regional centers) activities of temporary shelters (shelter) will be organized;
14 interdistrict model centers subordinated to the regional centers are abolished with complete transfer of their operating established posts and material and technical resources to the regional centers;
