1. Approve enclosed:

Rules of commercial accounting of amount and (or) lot of solid municipal waste;

changes which are made to acts of the Government of the Russian Federation.

2. Recognize invalid:

the order of the Government of the Russian Federation of June 3, 2016 No. 505 "About approval of Rules of commercial accounting of amount and (or) lot of solid municipal waste" (The Russian Federation Code, 2016, No. 24, the Art. 3543);

Item of 12 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of February 27, 2017 No. 232 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2017, No. 11, the Art. 1557);

5. The rules approved by this resolution are effective till September 1, 2030.

If object of processing, neutralization, utilization, burial of solid municipal waste, designing, and (or) construction, and (or) reconstruction of which are complete till January 1, 2021, is not equipped with gage of lot of solid municipal waste, till January 1, 2026 commercial accounting of lot of solid municipal waste is performed according to Item 16 of the Rules approved by this resolution.

Rules of commercial accounting of amount and (or) lot of solid municipal waste

I. General provisions

1. These rules establish procedure for commercial accounting of amount and (or) lot of solid municipal waste with use of gages of lot of the solid municipal waste conforming to requirements of the legislation of the Russian Federation about ensuring unity of measurements (further - gages), or settlement method for the purpose of implementation of agreement settlements in the field of the address with solid municipal waste.

2. The concepts "container area" and "consumer" are used in these rules in the values determined by Rules of the address with the solid municipal waste approved by the order of the Government of the Russian Federation of November 12, 2016 No. 1156 "About the address with solid municipal waste and modification of the order of the Government of the Russian Federation of August 25, 2008 No. 641".

3. The amount and (or) weight are subject to commercial accounting:

a) educated solid municipal waste:

separately cumulative solid municipal waste;

solid municipal waste in case of joint accumulating;

large-size waste;

b) the solid municipal waste transported by operators according to the address with solid municipal waste;

c) the solid municipal waste arriving on objects of processing, neutralization, utilization, including energy utilization, burial of solid municipal waste (further - objects) and transported from objects.

4. The regional operator according to the address with solid municipal waste (further - the regional operator) monthly represents to executive body of the subject of the Russian Federation with which it signed the agreement on the organization of activities for the address with solid municipal waste, data on amount and on lot of educated solid municipal waste, and also solid municipal waste concerning which were performed transportation, processing, utilization, including energy utilization, neutralization, burial, in the form established by the specified agreement.
